The property is located on the east side of 17th Street between Orange and Pecan Avenues . This authorization is subject to your advising us immediately of any conditions imposed by the City and your obtaining our ap proval to these conditions . The Acting Secretary stated that Exemption Declaration 73-128 had been approved July 31. There was a discussion of berming as-opposed to block wall, or the use of pilasters. Recommended conditions of approval were discussed.The Board discussed with applicant parking and one entry to alley near Orange Ave. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW N0; 73-128 WAS APPROVED WITH THE FOLL01ING CONDITIONS AND BY THE FOLLOWING VOTE: 1. The plot plan received July 18, 1973 shall be the approved layout as amended, 2. A revised plot plan shall be submitted to the Board of Zoning Adjustments for approval action. Said plan shall delineate closure of northeasterly driveway. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: Orange, Pecan, 17th and alley shall be dedicated tc, City standards at the time each parcel is developed. 4 . Revised elevations, of the proposed plans shall be submitted to the Board of Zoning Adjustments for review and approval action. 5. The water,rrsewer,and fire hydrant system shall be approved by the Department of Public Works and Fire Department. Soil and compaction reports as required by the Building Department and the ])apartment of Public Works shall be back five (5) feet from the ed ge of such easement. A landscaping plan shall' be submitted to the Board of Zoning Adjustments for review and approval action, 2. Rooftop mechanical equipment shall be screened from view, Said screening plan shall be approved by the Board of Zoning Adjustments. 3. All signs for the proposed development shall be sub' mitted to the BZA for approval. Signs shall reflect a common theme with respect to design materials and colors which are compatible with the architectural theme of the proposed project. 4. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 5. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be submitted to the Planning Department for review and approval. Fencing and landscape plans shall include the following information: a, A list including quantities and sizes for each species of plants and all ground cover material. b. Irrigation layout to include meter location, pipe sizes, sprinkler hea.d.,types, etc, c. Fencing materials and detail drawing. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1, Orange, Pecan, 17th and alley shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking"facilities shall conform to Article 979. There shall be no fence, .ystucture or landscaping constructed or maintained over 3 1/2 feet high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25'ft. by 25 ft. triangular area at the intersection of streets. .' CALIFORNIA 92646 May 12, 1975 PARKING BEACHTOWN SHOPPING CENTER ON 17TFI STREET Mr. Bruce Crosby Public Works Department City of Huntington Beach 2000 Main Street Huntington Beach, California 92648 Dear Mr. Crosby: Reference the Administrative Review No. 73-128 granted august 8, 1973 and the Negative Exemption Declaration No. 73-112 for construction of approxi- mately 11,500, square foot Beachtown Shopping Center at 414 17th Street (Assessor 's Parcel No. 23-153-01). We request an alley opening for the northern-most parking area located. on Pecan Avenue and heraby provide the City with a waiver from complaints against neighborhood apartment dwellers for parking their vehicles in said area. We do not believe such intermittent parking is to be an overwhelming problem. However,. if so, we can whenever necessary take action for vehicle removal in accordance with the Vehicle Code. An. opening to the alley was approved for the southern-most parking area located on Orange Avenue , thus permitting the free flow of traffic. Customers can enter from 17th Street and exit via the alley onto Orange Avenue. This free flow of traffic is not possible in the bottle -neck entrance of the north parking area Customers enter and exit onto 17th Street and oft times will back out onto 17th Street against oncoming traffic., Very truly yours, D.
