Improvements will be made in landscaping a presently uncared- for lot. 2. Property tax income to be increased to the City. NEGATIVE EFFECTS FROM THE PROJECT: 1. Loads on schools, utilities, streets and public facilities ,will be increased. MITIGATING MEASURES: 1. The project shall be constructed with full insulation of all exterior walls and ceilings to reduce the burden on heating and cooling systems. 2. Building spoils , such as unusable lumber, wire, pipe, and other surplus or unusable material shall' be dumped at on off-- site facility equipped to handle them. 3. Both natural gas and electricity shall be stubbed in for clothes dryers , cooking facilities , water heaters , and refrig- eration ,units to alleviate the possible drain on any one energy source. King To permit the construction of a 4 unit apartment building pursuant to S. 9201.2 of the Huntington Beach Ordinance Code located on the east side of 22nd Street, approximately 50 feet north of Orange Avenue in an R-3, medium-high density residential district John D. King., the applicant, was present. The Acting Secretary outlined that the Environmental Review Board approved Exemption Declaration No. 73-163 on September 25, 1973 with no stipulations. The Board discussed the revised plan with. applicant and conditions of approval were discussed. Mr. King pointed out that he has resolved the cut on the stairway and that the change as accepted by the structural plan check of the Department of Building and Community.Development.. ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO 73-159 WAS APPROVED,WITH THE FOLLOWIN3 CONDITIONS AND BY THE FOLLOWING VOTE: A. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and'Fire Department. 5. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such , easement. '6. Soil and compaction reports as required by the Building Department and the Department of Public Works shall be submitted to the City. B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifi- cations provided, by the Fire Department. C. TOLE COMPLETED PRIOR TO FINAL INSPECTION: 1. 22nd Street and alley shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979 D. TO B`E COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY: 1. Water supply shall,be through the City of Huntington Beach's water supply system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage s ystem. 3. Basements for utilities or walkways shall be provided to Department of Public Works standards. 4. The property shall participate in the local drainage assessment district. 5. No structures, other than those shown on the approved plot plan, shall be constructed within the project. All. applicable City Ordinances shall be complied with.
