kt the Environmental Review Board's meeting of Septembe
1973, the Board found that, in order to determine the
environmental Impact of your proposed project, we will
raced the following information:
1. Developer has not incorporated provisions to mitigate all
possible adverse effects through the design and layout of
the project.
2. The units at, the intersection have garage doors exposed to
the street,whereas by flipping the plan developer could
create an center court for the parking for these two strut-
tures. It appears that an efFort has been made to achieve
maximum lot coverage without consideration for the living
environment being created.
3. The Board does nothave sufficient information available at
this, time on the cumulative effect of these units on existing
services;, e.g., sewers,.water facilities, etc. within the
town lot area.The Board cannot consider this Exemption Declaration for
action until this information is received. The informal-
tion should reach us by Thursday at 5 p.m. in order to be
placed on the agenda for the following Tuesday's meeting.

MITIGATING MEASURES
1. The project shall be constructed iitlt Full insulation of all
exterior walls and ceilings to reduce the burden on heating
and cooling ,systems
.Building spoils, suchas unusable lumber, wire, pipe, and
other surplus or unusable material shall be dumped, at on off-,
site facility equipped to handle them,
3. Both, natural. gas and electricity shall be stubbed in for
clothes dryers, cooking facilities, water heaters, and refrig-
eratian units to alleviate the possible drain on any one
energy 'sou'rce.
CONCLUSION' :
The Board finds that with the mitigating measures con aired herein
the pro_r,,,szed project. will not have a significant adverse effect
upon the physical en'v.ironment.

To permit the construction of a 4 unit apartment building pursuant
to S. 9201.2 of the Huntington Beach Ordinance Code located on the
east side of 22nd Street, approximately 100 ft. north of orange
Avenue in an R-3, medium-high density residential district.
Mr. John D. King, the applicant, was present.
The Acting Secretary outlined that the Environmental Review Board
approved Exemption Declaration No . 73-163 on September 25, 1973
with no stipulations.
The Board discussed the revised plan with applicant and conditions
of approval were discussed.
ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW
NO. 73-160 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE
FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received September 26, 1973 shall
be the approved layout. Clear and unobstructed turning
radius for parking shall be provided.
2. 22nd Street and alley shall be dedicated to City
standards at the time each parcel is developed.
3. Elevations of the proposed plan received August 20, 1973
for review and approval action shall be the approved
elevations.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
5. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to, the City.

to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
6. All applicable City Ordinances shall he complied with.
