Developer has not incorporated provisions to mitigate all possible adverse effects through the design and layout of the project. 2. The units at the intersection have garage doors exposed to;_ the street , whereas by flipping the plan developer could create an center court for the parking for these two struc- tures, rt appears that an effort has been made to achieve maxim um lot coverage without consideration for the living environment being created. 3. Thy : Board does not have sufficis:nt information available at this time on the cumulative effect of these units an existing services; e.g., sewers, water facilities, , etc.within the town lot area, The Board cannot consider this Exemption Declaration for action unti„k this information is received . Property tax income to be increased to the City. NEGATIVE i:PPIiCTS FRONT THE PROJECT: 1. Loads on school, utilities, streets and public facilities will be increased. MITIGATING MEASURE-S:, 1. The projed'k shall be constructed with full insulation of all exterior walls and ceilings to reduce the burden on heating and cooling systems., 2. Building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material shall be damped at on off- site facility equipped to handle them. 3. Both natural gas and electricity shall be stubbed in for,; clotke-s: -d-:,yers, cooking facilities, water heaters, and refrig-" eration units to alleviate the possible drain on any one" energy source. Board of"Zoning Adjustments Wednesday, September 26, 1973 Page 6 The Acting Secretary outlined that the Environmental Review Board approved Exemption Declaration No. 73-163 on September 25, 1973 with no stipulations. The Board discussed the revised plan with applicant and conditions of approval were discussed. ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 73-161 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE FOLLOWING VOTE: A.TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1.The revised plot plan received September 26, 1973 shall be the approved layout. Clear and unobstructed turning radius for parking shall be provided. 2.22nd Street and alley shall be dedicated to City standards at the time each parcel is developed. 3.Elevations of the proposed plan received August 20, for review, and approval action shall be the approved elevations. 1973 4.The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5,All buildings on lots abutting a City easement shall be set back five (S) feet from the edge of such easement. 6,Soil and compaction reports as required by the Building Department and the Department of Public Works shall be submitted to the City.
