RE. Six 4-unit apartments on 22nd Street *
At the Environmental Review Board's meeting of September 11,
1973, the Board found that, in order to determine the
environmental impact of your proposed project, we will
need' the following information:
1. Developer has not incorporated provision. to mitigate all
possible adverse effects through the design and layout of
tthe projec.
't`he: units at the intersection have garage doors exposed
the street, whereas by flipping the plan developer could
create an center court fot the parking for those two stl'uc--
tures . It appears that, an effort has been made to achieve
maximum lot coverage without consideration for the living
env ronment being created.
3. The Board does not have sufficient inform it ion avai lable at
this time on the cumulative effect of the .so units on existing
services; e.g., sewers, water facilities;, (etc. within the,
towrci lot area.
The Board cannot consider this Exemption Decla.rato
r tion until this information is received. Thc- inf rma-
tic n should reach us by Thursday at S P.M. in order to be
placed on the agenda for' the ffllowing Tuesday's meeting.

MITIGATING MCASUMES:
1. The project shall be constructed with full insulation of all
exterior walls and ceilings to reduce the burden on heating
and cooling systems,,
2. Building spoils; such as unusable lumber, wire, pipe, and
other surplus or unusable material shall be dumped -a on off-
site facility equipped to handie_;them.
3. Both natural gas and electricity shall be stubbed in for
clothes dryers, cooking facilities, water heaters, and refrig-
eration units to alleviate the possible drain on any one
energy source.
CONCLUSION:
The Board finds that with the mitigating measures contained herein
the: proposed project will not have a -ignificarit adverse effect
upon the physical environment.

pursuant to 5.9201.12: of the I;IUntin.gton Beach Ordinance
Code located on the southea't :corner of Pecan Avenue and
22nd Street in an R-3, medium density residential district.
The applicant was not present.
The Acting Secretary stated that-Exemption Declaration No
73-163 applying to the above described Administrative
Reviews was continued by the Environmental Review Board
for the following reasoiYs :
1. The Environmental Review Board does not have sufficient
information available at this time on the cumulative
effect on ,'all of the apartments on existing services,
such as water, sewer, etc. in the town lot area,
2. The Environitmontal Review Board will conduct a study
or make findings whether all units would have a detrimental
effect on the environment .
It was the concensus of the Board that these applications
must be continued pending further investigation by the
Environmental Review Board. The applicant concurs with
this decision.

approved Exemption Declaration No , 73-163 on September 25, 1973
with no stipulations.
The. Board discussed the revised plan with applicant and conditican,s

ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW
NO. 73-163 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE
FOLLOWING VOTE:

1. Water supply shall be throug h the City of Huntington
Beach's water' supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works. standards.
4. The property shall participate in the local drainage
assessment district.

plot ,plan, shall be constructed withi n the project.
