POSITIVE EFFECTS FROM THE PROJECT:
1. Increased revenue will result in the form of property
taxes.
Ni vTIVE EFFECTS FROM THE PROJECT
1. Open space in the area will be further reduced.
2. Increased loads will be placed on schools, streets,
utilities, and public facilities.
3. The broken arrangement of open space, the location of
parking spaces near patios, and the arrangement of
stairways over patios make the project less than desir-
able for future tenants.
MITIGATING MEASURES:
1. The project shall be constructed with full insulation
of all exterior walls and ceilings to reduce the burden
on heating and cooling systems.
2. Building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material shall be dumped
at an off-site facility equipped to handle them.
3. Both natural gas and electricity shall be stubbed in
for clothes dryers, cooking facilities, water heaters,
and refrigeration units to, alleviate the possible drajn
on any one energy source.
CONLSUION:
With the mitigating measures included herein, the Board
finds that the proposed project should produce nosignifi--
cant adverse impact upon the physical environment.

RE: 9-unit apartments at 201 14th Street
At the Environmental Review Board's meeting of September 11,
1973,the Board found that, in order to determine the
environmental impact of your proposed project, we will
need the following information:
1. Developer has not incorporated provisions to mitigate all
possible adverse effects through the design and layout of
the project; e.g., access from the parking area into the
units, location of the stairway over the laundry area, patio
area designated for Unit 7 adjacent to the front door of an-
other unit, etc.
2.The Board does not have sufficient information available at
this time on the cumulative effect of these units on existing,
services; e.g., sewers, water facilities, etc. within the
town lot area.
The Board cannot consider this Exemption. Declaration for
action until this information is received. The informa-
tion should reach us by Thursday at $p.m. in order to beplaced on the agenda for the following Tuesday's meeting.

To permit t;le construction of a 9-unit apartment building
pursuant to 3.9231.6 of the Huntington Beach Ordinance Code
located on the 14th Street in a R-4, high density residential
district.
MT. Joe Shaffer, the applicant, was present.
The Deputy Secretary advised the Board that the Environmental
Review Board approved Exemption Declaration No. 73-180 on
Sept. 25, 1973 with Environmental Review Board Recommendations
as outlined in the conditions of approval below.
ON MOTION BY GERARDEN AND SECOND BY FORD THE BOARD OF ZONING
ADJUSTMENTS MODIFIED AND ADOPTED THE RECOMMENDATIONS STIPULATED
BY THE ENVIRONMENTAL REVIEW BOARD:

Board discussed plans with applicant, and conditions of approval
were discussed.
ON MOTION BY FORD AND SECOND BY TOOKER, ADMINISTRATIVE REVIEW
NO. 73-166 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY
THE FOLLOWING VOTE:
GENERAL:
Environmental Review Board Recommendations
1. The project shall be constructed with full insulation of
all exterior walls and ceilings to reduce the burden
on heating and cooling systems (4" thick mineral batts
or 2-3/4" thick fiberglass batts with, foil backing).
2. Building spoils, such as scraps of lumber, wire, pipe
and other surplus or unusable material shall be dumped
at an off-site solid waste disposal site, especially
allocated for such use.

3. Both natural gas and electricity shall be stubbed in
for clothes dryers, cooking facilities, water heaters
and refrigeration units to alleviate the possible drain
on any one energy source with the concurrence of the
applicant.
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received 10/10/73 shall be the
approved layout subject to compliance with minimum
open space standards.
2. Walnut Avenue, 14th Street, and Alley shall be dedicated
to City standards at the time each parcel is developed.
3. Eleyations.of the-proposed plan shall be as submitted
to the Board of Zoning Adjustments on 10/10/73.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
5. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Walnut, 14th St., and Alley shall be fully improved
including street trees, street signs, street lights,
fire hydrants, sewer and water main extensions.
2. All utilities shall be installed underground,
3. Off-street parking facilities shall conform to Arti.ele 979.
4 . There shall be no fence, structure or landscaping
constructed or maintained over 3-1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.4
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
