Ferguson 01 Subject AR 73-204 Date November 14, 1973 At its meeting the 13RB referred the applicant on this request to the BZA, to set up an informal meeting with staff to go over his plans. Areas of concern were: buffer landscaping zone between the project and t ) nearby res'.dential, treatment and location of the trash areas, no indication of the architectural treatment (elevations?), no itdic.ta.on of signing to match signs already in the commercialarea, possible conflicts in the traffic patterns (angular parking as opposed to 900 arki.n , conflict caused b y Douglas traffic,how are the parkin areas related to the res t of the' commercial poperyout there.) Is it One property so that development can be coordin- ated, or is it two properties? Board also discussed a traffic study for the project, but came to no definite decision on whether or not they would ask' for ore, (Applicant has been instructed to get in touch with you.) To permit the construction of a. 12,000 sq. ft . commercial building pursuant to 5.9430 of the Huntington Beach Ordinance Code located on the north side of Bolsa Avenue approximately 150 ft. east of Springdale Street in the C-2, community business district. Mr. St. Amour , the applicant , was present. The Ac t ing Secretary informed the Board that this application had been previously contin ued for .finalization of the Environmental requirements . He further stated that the Environmental Review Board granted Exemption Declaration No. 73-216 January 2, 1974 with the following additional information: Architectural design and materials have been proposed which are compatible with the existing deve'.opment , buffers have been provided over and across the existing property to the subject project, satisfactory sig.i ing has been planned, and ilia applicant has pursued the relocation of the building -co eliminate the periphery drive which was adjacent to the rear yards of the abutting single -family residences. Treatment of the trash areas has also been satisfactorily resolved. The Acting Secretary outlined the proposal to the Board. Board discussed plans with applicant . The moving of a wall and replacing it with berming and the relocation of driveways were also discussed. Mr. St. Amour discussed the sign theme to be used as signs containing a white background with blue lettering, Board discussion followed. Conditions of approval were discussed. Said plan shall reflect the relocation of the easterly driveway and rearrangement of the parking spaces displaced by the rearrangement. 3. Bolsa Avenue shall be dedicated to City standards at the time each parcel is developed. 4. Elevations of the proposed plan shall be submitted, to the Board of Zoning Adjustments for review and approval action. 5. The water , sewer , and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such easement. 7. Soil and compaction reports as required by the Building Department and the Department of Public Works shall be submitted to the City. B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. A landscaping plan shall be submitted to the Board of Zoning Adjustments for review and approval action. 2. Rooftop mechanical equipment shall be screened from view. Said screening plan shall be approved by the Board of Zoning Adjustments. 3. All signs for the Proposed Development shall be submitted to the BZA for approval. The BZA encourages signs which reflect a common theme with respect to design materials and colors which are compatible with the architectural theme of the proposed project. 4. Fire alarm system conduit and appurte.,ances shall be installed by the developer at locations and to specifi- cations provided by the Fire Department. 5. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be submitted to the Planning Department for review and approval. Fencing and landscape plans shall include the following information: a. A list including quantities and sizes for each species of plants and all ground cover material. b. Irrigation layout to include meter location, pipe sizes, sprinkler head types, etc, c. Fencing materials and detail drawing. Minutes; H.B. Bolsa Avenue shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3,, Off-street parking facilities shall conform to Article 979. 4. A masonry wall shall be constructed along the north and east property line. The height of said wall shall be such that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. Except within the 42 inch in which case the height of said wall shall be reduced to 42 inches. 5. There shall be no fence, structure or landscaping constructed or maintained over 3 1/2 feet high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the intersection of streets. 6. A lighting system shall be install ed within the project equal in illumination to lighting on, public streets. Lighting system shall be shi e,lded to reflect away from adjoining properties and streets. D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY : 1. Water supply shall be though the City of Huntington Beac h's water supply system. 2, Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. Easements for utilities or walkways shall be provided 1-o Department of Public Works standards. 4. The property shall participate in the local drainage assessment district.
