To permit the censtzuction of a 4 unit apartment build;ng pursuant
to S.9201.2 of the Huntington Beach Ordinance Code located on the
west side of 13th Street approximataly 150 ft. south of Orange
Avenue in an R-3, medium-high density residential district.
The Acting Secretary informed the Board that the applicant re-
quested a continuance of one week to allow him time to be present
at his hearing. Board concurred with continuance.

Mr. Larry Russs Ali,. Richard Donner, the applicants, were
present.
The Acting Secretary informed the Board that this application is
a categorical exemption - Class 3, California Environmental
Quality Act, 1970.
.he Board discussed the plans with the applicant s. Relocation
of trash area, traffic circulation, amount of parking spaces
were discussed.
Board discussion followed.
Conditions of approval were discussed.

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received November 27, 1973 shall be the
approved layout as amended thereon.

2. 18th Street and alley shall be dedicated to City standards
at the tits- each parcel is developed.
3. The water , sewe- id fire hydrant system shall be approved
by the Departme .f Public Works and Fire Department.
4. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
5. Soil and compaction reports as .eq.ired by the Building
Depax anent and the Department of Public Works shall be
submitted to the City.

B. TO BE COMPLETED PRIOR TO F RAMING INSPECTION:
1. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
C. TO BE COM PLETED PRIOR TO FINAL INSPECTION:
1. 18th Street and alley shall be fully improved including
street trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
2. Nll utilities shall be installed underground.
3. Off--street parking facilities shall conform to Article
979.
4. Full insulation of all ceilings and exterior walls shall
be installed.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach 's water supply"system.
2. Sewage disposal shall be through City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided to
Department of PuL.lic Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.

To permit the rearrangement of the approved building layout
and relocate t parking pursuant to S.9811 ,4 of the Huntington
Beach Ordinance Spde located 175 ft. inland of Pacific Coast
Highway on both si'jes of Shark Fin Lane in both R-2 ; medium
density, and R-3, medium high density residential districts.
It was the concensus a ',,the Board to refer this application
to the Planning CommissiaU for the reason that the amendments
to the site plan adopted b.,the Planning Commission represent
significant changes to the d+velopment._
