The Chairman informed the Board that the Environmental Review Board
has not finalized Exemption Declaration No. 74-7 and further
proposed a continuance to allow applicant to meet environmental
concerns.

the applicant, was present.

The Chairman informed the Board that the Environmental Review
Board granted Exemption Declaration No. 74-6 February 13, 1974
with the following additional information:
No environmental impact report has been prepared for this project.
The Negative Declaration issued for the project was properly
posted in the office of the City Clerk.
Findings are based upon the information contained in the
exemption declaration request.
Board discussed plans with applicant and his representative.
A plan check revealed a lack of parking spaces, however a
field check indicated that parking problem could be resolved
due to the adjoining property being owned by the applicant.
The Board pointed out that a 32" high masonry wall to screen
parking is required within a landscaped planter.
Mr. Sher addressed the Board and stated that the proposed
commercial building would be of a retail sale of electronics
use'.
Traffic flow, crash location was discussed. The applicant was
notified that a Fire Department permit for removal of tanks
must be secured,
Board discussed signs with applicant. The applicant reiterated
that no signs are proposed other than those shown on the building
elevations that were submitted.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY FORD AND S COND BY EADIE ADMINISTRATIVE REVIEW NO.
74-6 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED AND
AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received February 13, 1974 shall be
the approved layout.
2. A revised Plot Plan shall be submitted to the Board of
Zoning Adjustments for Approval Action. Said plan shall
indicate:
a. A method of screening of the parking area on Edinger
Avenue and Sher Lane detailing the materials to be
used and the height of such screening. The above
information shall be detailed on a cross section
view.
b. A 6" concrete retaining curb shall be shown wherever
landscaping occurs.

3. Edinger Avenue and Sher Lane shall be dedicated to City
standards at the time each parcel is developed.
4. The elevations of the proposed plot plan received of the
proposed building received February 5, 1974 shall be the
approved elevations.
5. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
6. All buildings on lots abutting a City easement shall
be set back five (5) feet from the edge of such easement.
Soil and compaction reports as required by the Building
Department and the Depar ument of Public Works shall be
sul.)mitted to the City.
8. The driveway locations shall be subject to the approval
of thu Traffic Engineer.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall b e screened from view.
Said scr eening shall be approved by the Board of Zoning
Adjustments.
3. All signs for the Proposed Development stall be submitted
to the BZA for approval. The BZA encourages signs which
reflect a common theme with respect to design materials
and colors which are compatible with the architectural
theme of the proposed project. No signs other than those
shown on the approved elevatioas shall be permitted.
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
5. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be subanitte :
to the Planning Department for review and approval. Fencing
and landscape plans shall include the following information:

a. A list including quantities and sizes for each species
of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
C. Fencing materials and detail drawing.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Edinger Avenue and Sher Lane shall be fully improved
including street trees, street signs , street lights,
fire hydrants , sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article
979.
4. There shall be no fence, structure, or landscaping
constructed or maintained over 3-1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided to
Department of Public Works standards.
4. The property shall participate in the local drainage
assessment di^trict.
5. No structures , other than those shown on the approved
plot plan, shall be constructed within the project.
6. All applicable City Ordinances shall be complied with.
7. Reciprocal parking agreement between the subject parcel
and the adjacent parcel shall be recorded and presented
to the Planning Department.

Code located on the southwest corner of Holly and Main in an,
high density residential district.
Mr. Donald Weir, the applicant, was present.
The C irman opened the public hearing.
The Chair an outlined the proposal to the Board. stated that
a letter o authorization on leased property is r uired.
The applicant ' formed the Board that the chai. link fence will
not hinder safe vision and that the fence required for
security purposes.
As there were no part, es present to spe in favor or opposition
to Conditional Excepti No. 74-5, th Chairman closed the public
hearing.

Representing the applicant were Mr. R. E. Poe and Mr. Gary Hodge.
The Board reviewed the sign proposals and noted that the free-standing
identification sign did not conform to code requirements in that it did
not meet the minimum ground clearance of 10 feet; the B.)ard also concurred
in that the building location did not justify the need for a pole sign.
The Chairman recommended that the identification sign be modified to
a monument sign with a height not exceeding 10 feet; however, he also
recommended that the applicant consider an 8 foot height in view of
possible forthcoming changes in the Sign Ordinance. The two wall signs
were approved as proposed.
ON MOTION BY GERARDEN AND SECOND BY CROSBY THE ABOVE-NOTED SIGN RE UESTS
WERE APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
1. Wall signs to be placed on the north and west side of the building are
approved as shown on Elevation Plans received December 28, 1974.
2. The identification sign is approved as modified and shown on the
Elevation Plan received December 28, 1974,
3. The height of the identification sign shall not exceed ten (10) feet;
however, in view of proposed changes pending in the Sign Ordinance,
the Board recommends that an eight (8) foot height be pursued.
4. Prior to issuance of building permits, the applicant shall submit revised
plans to the Secretary of the Board illustrating conditions and modifi-
cations listed in items 1, 2, and 3 above.
5. The location of the identification sign shall be subject to the approval
of the Traffic Engineer.
