The Chairman informed the Board that tb. -nvironmental Review Board
has not finalized Exemption Declaratior . 74-31 and therefore,
recommended a continuance to allow applicant time to meet environ-
mental concerns.

Beach Ordinance Code located on the southeast corner of Main
and 5th Streets in a C-3, general business district.
Mr. Jack Wallace, and Mr. Gunnard Johnson, representing the
applicant, were present.
The Chairman informed the $oard that the Environmental Review
Board granted Exemption Declaration No. 74-31 March 1", 1974
with the following additional information:
The ERB offers the following recommendations for the enhance-
ment of the project:
1. Lighting for the installation should be of a low intensity
rating to reduce the burden upon the energy source.
Z. The block wall should be constructed of earthy colored
slumpstone to tie in with the fac .ity to the east.

Board discussed plans with applicant 's representatives. Mr.
Wallace explained the combined parking lot with the proposed
7/11 Food Store.
The proposed lighting was discussed. It was agreed upon by
the applicant's representatives that a suitable lighting
systen: will be installed to meet requirements of Department
of Public Works.
The proposed wall was discussed. The applicant's representatives
agreed to install a wall identical to the ore proposed for the
adjoining project (7/11 Food Store).
Signs were discussed. The Board informed the applicant's
representatives that all signs would not have to be reviewed
again by the Board of Zoning Adjustments.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION B Y FORD AND SECOND BY EADIE ADMINISTRATIVE REVIEW
NO. 74-26 W AS APPROVED WITH THE FOLLOWING CONDITIONS AS
OUTLINED AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
?.. The plot plan re'eived February 22, 1974 shall be the
approved layout including precise approval of sign
subject to compliance with Article 976. Further, the
wall on the southern property line shall be subject
to approval by the Fire Department and the Department
of Building and Community Development.
2. Main, 5th Street, and Alley shall be dedicated to.
City standards at the time each parcel is developed.
3. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
4. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
5. Parking compounds shall be s;.reened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:

a. A list including quantities and sites for each
species of plants and all ground cover material.
b. Irrigation layout to include Pieter location, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
3. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. rain, 5th, and Alley shall be fully improved including
street trees , street signs , street lights, fire hydrants
sewer and water main extensions.
2. Off-street parking facilities shall conform to Article 979.
3. There shall be no fence, structure or landscaping constructed
or maintained over 3 1/3 feet high within a 10 ft. by 10 ft,
triangular area at the intersection of driveways and streets
or within a 25 ft. by 25 ft, triangular area at the inter-
section of streets.4
4. Lighting system shall be installed in the project to the
satisfaction of the Department of Public Works.
C. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
3, The property shall participate in the local drainage
assessment district.
4. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.

servation Commission, Section 33510, specifies that no
permit shall become effective until a copy thereof has
been retunied to the Regional Commission, upon which all
permittees have acknowledged that they have received a
