A licant: Carl Peterson
To permit the care of non-related persons pursuant to S.9730,27
of the Huntington Beach Ordinance Code located on the southeast
corner of Rhone Lane and Danube Drive in an R-1, low density
residential district,
Mr. Peterson, the applicant, was present.
The Chairman informed the Board that this application is a
categorical exemption, Class 9, California Environmental
Quality Act, 1970.
The Chairman opened the public hearing.
Mr. Peterson presented his proposal to the Board. He stated
that he plans to utilize a one story building and that the
care will be for no more than 6 people ranging between the
age of 18 and 65. He further stated that he intends to live
on the premises and that he has obtained all necessary
licenses from the State of California.
Captain Vanderlaan, of the Huntington Beach Fire Department,
informed Mr.Peterson, that a Fire Department permit was
not necessary, however, informed him of the action that
must be taken to prevent a hazardous fire situation.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE.
REVIEW NO. 74-31 WAS APPROVED WITH THE FOLLOWING CONDITIONS
AS OUTLINED BY THE FOLLOWING VOTE:
1. Section 9730,27 of the Huntington Beach Ordinance Code
shall be complied with.
Subject property shall be the principal place of residence
for the applicant or this application will become null and void.

For two reasons , I am concerned about this application.
First, it is located in my immediate neighborhood, and it wiould be
important for me to know the type or classification of non-related
persons being cared for. Secondly, we have as a compan y , some con-
cerns about any facility caring for other human beings meeting the
same physical, social, and sa fety requirements as other licensed
care homes in the county, and or state. For instance, are proper
fire exiting and fire safety features provided? Are proper diets
being p.ovided? Are medications going to be provided, and or ad-
ministered by trained personnel? Finally, what recreational activi-
ties are available?
With these concerns , and I apologize for not being able to attend
because I am out of town, we would hope that the Board thorn gh;.ly
explores these questions to your satisfaction before granting this
review request.

The Chairman presented a letter from Robert Zinngrabe to the Board
in opposition to Administrative Review No. 74-31 which was condi-
tionally approved by the Board of Zoning Adjustments March 20,
1974. Mr. Zinnbrabe's letter was received after approval action
had been taken,
It was the consensus of the Board that the conditions imposed
resolved Mr. Zinnbrabe's concerns.
