Mr. Dick Hammond, representing the applicant , was present.
The chairman opened the public hearing on conditional Exception
No. 74-27 and Use Permit No. 74-18 and further stated that he would
abstain from voting because of possible conflicts of interest.
The Chairman informed 1"iie Board that the Environme ntal Review
Board granted Exemption Declaration No. 74-55 on May 21, 1974
with the following additional information.P
No environmental impact report has been prepared for this
project ; the exemption declaration request has been properly
posted for the public input period.

1. The Board recommends that the warehouse portion of
the facility be constructed at the required front
setback; for continuity in design, however, con-
struction of the office portion of the facility at
a reduced front yard setback will not have a demon-
strable negative aesthetic e 'fect, as the applicant
has proposed similar landscape treatment for such
office facility as is presently existing.
2. If complaints are received on the noise caused by
the compressor, the applicant should pursue con-
struction of a 6 ft. high masonry wall along the sids
property line between the compressor and the street
right-of-way to partially attenuate the noise impact.
Board discussed recommendations of Environmental Review Board
and adopted recommendation number 2 as a condition of approval.

ADJUSTMENTS ADOPTED EXEMPTION DECLARATION NO. 74-55 BY THE
FOLLOWING VOTE:

Mr. Hammond outlined his proposal to the Board. He stated that
the proposal is for an addition to an existing building. Mr. Sadie
outlined previous administrative actions on the subject property
to the Board.
Mr. Hammond outlined his justification for the Conditional
Exception as, due to setback changes which came into effect
after the initial development . He further stated that the
new setback requirement has put his project "out of continuity".
Visually , there i s nothing gained by pushing hack parts of the
building to conform to the 10 ft . setback requirement and he
feels that this situation imposes a hardship.
The Chairmar stated that after conferring with Advance Planning
staff, the proposal i s in conformance with the Master Plan as
outlined in the Land Use Element , Phase I, at this point in time.
Board discussed Use Permit with appli cant. Trash enclosure
and screening was discussed and the Chairman advised the applicant
that approval of the conceptual plan submitted did not waive
any ordinance code requirements.

Board discussed Administrative Review No. 74-50 with applicant.
The location of the proposed trailers was discussed. Mr. 1tammondstated that the trailers would be used for temporary office spaces,
As there were no parties present to speak in favor of or opposition
to Conditional Exception No. 74-27 and Use Permit No. 74-18, the
Chairman closed the public hearing.
Board discussion followed.
The Chairman outlined the Policy Plan for the City of Huntington
Beach to the applicant's representative.
Conditions of approval were discussed.
ON MOTION BY SPENCER AND SECOND BY CROSBY CONDITIONAL EXCEPTION
NO. 74-27 WAS APPROVED FOR THE FOLLOWING REASONS BY THE FOLLOWING
VOTE ;
1. In that the existing building setback is six (6) feet, a
setback of ten (10 ) feet for the proposed expansion would
take away the continuity and aesthetic values that are being
incorporated into the project.
2. The granting of this Conditional Exception would not be in-
consistent with the currently adopted policy plan to encourage
expansion of existing industrial properties.
3. The granting of this Conditional Exception would not constitute
a grant of special privilege of the immediate vicinity.
4. The granting of this Conditional Exception will not adversely
affect the Master Plan of the City of Huntington Beach.

CONDITIONS OF APPROVAL
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING .PERMITS:
1. The conceptual plot plan received April 12, 1974 shall be
the approved layout as amended.
2. Elevations of the proposed plan received April 12, 1974
shall be the approved elevations.
3. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted and approved by the City.

4. Plans depicting the fire protection systems including
automatic sprinkler systems, fire hydrants, fire alarms
and any required fire protection device shall be approved
by the Fire and Public Works Departments.
The following plans shall be submitted to the Planning
Department for review and approval,
a. Landscaping and irrigation plan.
b. Rooftop mechanical equipment screening plan.
c. Wall or fencing plan (parking lot screening).
TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. All utilities shall be installed underground.
2. Water supply shall be through the City of Huntington
Beach 's water supply system,
3. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
4. The property shall participate in the local drainage
assessment district. (Contact Department of Public
Works. )
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
The sewer system shall be subject to approval by the
Department of Public Works and Fire Department.
GENERAL
1. All required fire hydrants shall be installed, accessible
and operable prior to the construction of any permanent
structure using combustible material.
2. Applicant shall inquire at Department of Public Works
regarding reversal of parkway.
3. A maintenance agreement shall be filed with Department
of Public Works requiring applicant to incur any cost
of such maintenance.
4. If complaints are received on the noise caused by the
compressors the applicant shall pursue construction of
