Cleveland ector of building & :ia vKK Gentlemen: Since the enact4tent of our newest City Sign Code, Article 976, your department, as the City's inspection arcs, has cited numerous parties as violating various portions of the Code. The Chamber's Legislative Action Committee has reviewed a number of these citations and wishes to set forth herein certain suggestions affecting the areas in which many of the citations fall. These suggestions are intended to continue to carry out the Cityas intent to improve the overall quality of allowed signs in our City while still respecting the husinessmau°s needs and investment in his signs, and we would hope such suggestions nihl: result in a mutual benefit to all parties affected. Our suggestions ro: 1.Pennants, banners and flags are basically prohibited in the Sign Code. We sugge: t that they be allowed, but only upon bonding by the applicant to ensure the City that they will be well maintained and eventu removed when their purpose has been served. Such bond would be similar in notice to the present Section 9761.10.2-• removal bond but would also cover or require the good maintenance of the pennants, etc., while being displayed. To affect this suggested change, we suggest that the words "banner" and "pennant" be deleted from the definition of "qemporary Signs" - Sec, 9760.2.45; that a new definition be added re Flag Signs to mean and inclry de any flag, banner or pennant, that the use of Flag Signs be allowed in all districts and that a bonding requirement be added as a prerequisite to permitting Flag Signs. Section 9663.4(c) requires removal within 90 nays of "signs painted on a building" yet if the sign was painted on a sheet of metal and fastened to the building it could Ire an allowed use. We suggest the reference to ""signs painted on a building" be deleted from Section 9763.4(c) so that such signs may be allowed if they otherwise met with all other provisions of the Sign Code, A City of Huntington Beach _2 .March 10, 1970 Your consideration to the foregoing su„gestions is reque:-ted., Foe would hope to make additional suggestions in the Sign Code in the future as the need may arise and would hope for your additional consideration at that time.
