SUBJECT: Administrative Permit No . 2012 -006 (Futures in Education)
It has been determined by the Planning and Building Department that Administrative Permit No.
2012-013 is not necessary based on the plans dated September 25, 2012 being in substantial
conformance with the approved Administrative Permit No. 2012-006. The conditions of approval
for AP No. 2012-006 shall be in effect based on the occupied square footage of the tenant suite
located at 2100 Main Street Suite 260 in accordance with the Huntington Beach Zoning and
Subdivision Ordinance. A new Certificate of Occupancy shall be filed with the Planning and
Building Department and be conditioned as follows:
1. The site plan and floor plan received and dated September 25, 2012 shall be the
conceptually approved layout.
2. The maximum number of students utilizing the facility at any time shall not exceed
the number of parking spaces allocated to the tenant space. Based on the occupied
floor area (approximately 2,990 sq. ft.) and the applicable parking standard of one
parking space per 250 square feet, the number of parking spaces allocated is 11.
Therefore, the total number of students shall not exceed 11 during any tutoring
session.
3. The instructional area shall not exceed 75 percent of the total floor area occupied by
the personal enrichment use, or 2,243 square feet.
4. The use shall comply with the following:
a. Only the uses described in the narrative dated received September 25, 2012
shall be permitted.
b. The main access door(s) serving the subject unit shall remain closed during
regular business hours.

RE: Zoning Application of Ramon Durado aka Futures in Education/Halstrom
Dear Mr. Hess
On June 11, 2012, I received a letter from Ramon Dourado, a copy of which is attached, in regard to his
application to open an "Academic Enrichment Center" (tutoring center) in SeaCliff Office Park at 2134
Main Street, Suite 220, Huntington Beach. My office is at that same street address in Suite 140, beneath
Suite 220. I also formerly occupied Suite 220 myself for over 10 years. I am therefore, very familiar
with the subject space and the building.
I absolutely oppose the use of that space for a tutoring Center. The building is very sound sensitive and
all sounds from the center courtyard and the balconies reverberate throughout the building. The vibration
of people on the balconies in the area of Suite 220 can be felt in my office below. Loud voices can also
be heard in the surrounding offices and those below. The tenants of the building are quiet business
enterprises whose clients expect a professional atmosphere undisrupted by the sounds of children waiting
for counseling appointments and waiting to be picked up by their parents.
The parking lot access is tight and parents idling outside the entrance areas would block the flow of traffic
through the parking lot.
Also, SeaCliff Office Park's tenants include criminal attorneys whose clients may be subject to the
restrictions of Megans Law, which prohibits them from being within a specific distance from schools and
places where children gather. The presence of a tutoring center in the Park would result in those persons
being unable to meet with attorneys in their offices. Tutoring Centers are best located in retail centers
or industrial centers, where the impact of congregating children and parents is minimal.
Please reject the proposed application.

This letter is to notify you that Futures in Education/Halstrom is proposing to operate an
Academic Enrichment Center at 2134 Main Street, Suite 220, Huntington Beach, CA.
Pursuant to Section 241.24 of the Huntington Beach Zoning and Subdivision Ordinance,
the Neighborhood Notification process is required. You may review the proposed plans at
the Planning Department, 2000 Main Street, Huntington Beach, CA, from June 8, 2012 -
June 18, 2012 (Minimum 10 days), or contact the Planning Department at (714) 536-
5271. All comments must be submitted to the Planning Department prior to the
expiration date for review of the proposal.
Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the
action taken by the Director of Planning becomes final, unless appealed. A person
desiring to appeal the decision shall file a written notice of appeal with the Planning
Department within ten calendar days of the date of the Planning Department's action.
The notice of appeal shall include the name and address of the appellant, the decision
being appealed, and the basis for the appeal. A filing fee shall also accompany the notice
of appeal. The appeal fee is $494.00. The appeal period starts at the end of the 10-day
review period.
