NOTICE OF FILING STATUS
Application : ADMINISTRATIVE PERMIT NO. 11-004 (MARIGAYLE CIRCLE PRIVACY
GATE)

Request: To permit the construction of an approximately 52'-0" wide and up to 6'-0"
high vehicular and pedestrian privacy gates at the entry of Marigayle Circle.
Location: 18531 Edwards Street, 92648 (south of Ellis Avenue, west of Edwards Street)
Dear Mr. Bergsma,
NOTICE IS HEREBY GIVEN that the Planning Division has reviewed your entitlement
application received and dated January 21, 2011, and has determined the application to be
incomplete. The following information and/or corrections are requested in order for the Planning
Division to deem your application complete and continue the review process of your application:
MINIMUM APPLICATION REQUIREMENTS:
The following item is necessary to deem your application complete:
1. The identified property owner of the Marigayle Circle right-of-way is inaccurate and shall
be corrected to reflect the property owner as the City of Huntington Beach. Furthermore,
written proof of authorization shall be provided recognizing consent/approval of the
privacy gate by the City including verification that the applicant can act as a
representative to bind him/her to all matters concerning the total development.
2. Design Review (DR) with review by the Huntington Beach Design Review Board in
conjunction was an associated filing fee of $905.
DESIGN RECOMMENDATIONS:
The following items are staff recommendations to improve the design of the project consistent
with the City's adopted Urban Design Guidelines (UDG), policies, and/or design principles:
1. Site access and internal circulation should promote safety, efficiency, and convenience.
Conflicts between vehicles and pedestrians should be avoided. Continuous circulation
should be provided through the site to the greatest extent possible. Dead-ends access
points should be minimized. Adequate areas for maneuvering, stacking, and emergency
vehicle access should be provided. (UDG Ch. 3: C.5.a)
2. The site access points should be located as far as possible from street intersections (i.e.,
Edwards Avenue). (UDG Ch. 3: C.5.b)
SUPPLEMENTAL INFORMATION:
Although not required to deem the application complete, the following information is required to
accurately evaluate the proposed development and assist staff in the timely review of the
applications:
1. Provide Postmaster approval for the location of the proposed privacy gates and any
proposed mailboxes for postal carrier access. (HBZSO Sect. 231.18.D.8.3)
2. Depict on the site plan the location of the mechanical equipment for the proposed
privacy gates and call box (if applicable).
3. Provide written clarification as to how a vehicle will maneuver should one be unable to
gain access into Marigayle Circle. All vehicles should have forward travel without the
need to move another vehicle.
OTHER DEPARTMENTS COMMENTS:
The comments from the other City departments are attached for your review. Please contact
the respective department to discuss their comments.

the Planning Division to continue the review process of your request. Please note, additional
comments and concerns may be generated upon receipt of the requested information. Also,
completion of the corrections and/or the submittal of the additional information do not presume
approval of the application requested.
