HomeMy WebLinkAboutInitial Plan IPZR2006167 - Project DescriptionProject Description for a New Wireless Telecommunications Facility by Royal Street Communications, LLC Site Number : LA2734A Address: 19671 Beach Blvd. APN: 025-191-51 Zone : CG- General Commercial Introduction to Royal Street Communications, LLC In December of 2005, the Federal Communications Commission (FCC) granted Royal Street Communications , LLC (Royal Street ) a license for radio wave bandwidths to provide wireless phone service in the greater Los Angeles area. The Royal Street system will operate on a Block C frequency with antennas transmitting on a 1985-1990 MHz bandwidth and receiving on a 1905-1990 MHz bandwidth. Royal Street contracted MetroPCS to develop and market the wireless phone service network under the MetroPCS brand name and business plan. For a pre-assessed, single payment monthly fee, MetroPCS provides non-contract, unlimited anytime local and long distance wireless phone service to its customers. Areas that have been previously developed, and for which MetroPCS currently provides wireless phone service, include San Francisco, Sacramento, Atlanta, Tampa, Dallas, Detroit and Miami. MetroPCS plans to launch commercial service in Orlando, Florida in 2006. MetroPCS is currently in the process of leasing property and obtaining necessary permits for the development of the Royal Street wireless phone system in the greater Los Angeles area. MetroPCS plans to "launch" this new wireless phone service, in March of 2007. The wireless phone system will be comprised of a large number of individual wireless facilities ("sites"), each interconnected with neighboring sites. The Project Description provided herein is for an individual site, which will become an integral part of the entire Royal Street wireless system to be marketed under the MetroPCS brand name. A description of the subject site follows. Project Site Description The wireless telecommunications facility (wireless facility) will be comprised of six (6) panel antennas, separated equally into six (6) sectors, with one (1) antenna per sector, mounted on an existing building, and four (4) exterior equipment cabinets (two radio cabinets and two battery cabinets) on the roof of the building. The proposed antennas will be flush-mounted and painted to match the exterior, in a manner consistent with the existing approved wireless facility on site. Twenty-four hour, seven-day a week access to the site is required in the event of an emergency or equipment failure but the site will typically be un-manned and will only be visited by Royal Street personnel approximately once a month, at which time the equipment will be serviced to ensure it is in working order. The antennas are not typically accessed once mounted on the tower, unless an emergency failure occurs or reconditioning is required. The subject property is currently used for commercial office and contains an existing wireless facility. The surrounding properties are also used for commercial office/retail. The proposed stealth wireless facility will not have any adverse negative impacts on the surrounding properties, as it will be architecturally integrated into the design. 2 .THE PLANNING CONSORTIUM INCORPORATED LAND PLANNING 'ENVIRONMENTAL STUDIES PROJECT MANAGEMENT. ENTITLEMENTS January 30, 2008 Mr. Scott Hess, AICP Director of Planning City of Huntington Beach 2000 Main Street Huntington Beach , California 92648 Re: Letter of Explanation and Justification Wireless Permit Application Verizon Wireless Communication Facility "Adams-Beach" 19671 Beach Boulevard - Century 21 Office Building Dear Mr. Hess: The Planning Consortium (TPC), entitlement agents for Verizon Wireless (VzW), is pleased to submit this City of Huntington Beach Wireless Permit Application for VzW's proposed wireless communication facility located at 19671 Beach Boulevard, on the Century 21 Office Building. This letter of explanation and justification identifies the project location, the project description, and contains the City's "Wireless Permit Application" Form, and the attachments required by that form. This includes 1) applicant information, 2) project owner information, 3) project purpose, 4) radio frequency coverage maps, 5) project photographs and photo simulations, 6) alternative candidate sites considered, and 7) identification of key persons involved with this application request. Pro'ect Location This project is located on the west side of Beach Boulevard, north of Adams Avenue. Surrounding land uses are summarized as follows: •North:Retail Commercial •East:Retail Commercial - Newland Center. •South:Retail Commercial •West:Single-family Residential Pro*ect Descri tion The project is a co-location with one existing wireless facility (AT&T, formerly Cingular) on the roof of this mid-rise office building. A total of six antennas are proposed to be flush mounted at the top of the building (see attached plans and photo simulation). There will be two antennas per sector for the three sectors. The three sectors are located on the building's north, east and west elevations. The antennas measure approximately 48" tall, 11" wide and 4" deep. Because of the basic stealth design (see attached plans), submitting five different photo simulation views of the proposed stealth design does not seem appropriate for this particular project. I would request that Verizon be allowed to submit one photo simulation of the office building, as viewed from the Beach Boulevard public right-of-way. Please let me know if this is acceptable. I would also like to know if this project could be approved administratively, or if it will also require and additional discretionary permit, such as a conditional use permit.
