Main Street, Suite 536, Los Angeles CA 90014 Oscar Bakhtiari, 18255 Beach Boulevard, Huntington Beach, CA 92648 To review a 2,735 sq. ft. addition, exterior fagade and interior remodel, a new canopy at service drive, and a new canopy at Taylor Drive. 18255 Beach Boulevard, 92648 (southwest corner of Beach Boulevard and Taylor Drive) We appreciate the opportunity to review your conceptual plans submitted on December 20, 2013 for the proposed addition and remodel. The following comments provided in this letter reflect Planning review only and should be considered preliminary, subject to change upon receipt of any new information and/or submittal of any precise plans. Zonin /General Plan 1. The General Plan designation for the subject property is M-sp-d (Mixed Use - Specific Plan Overlay - Design Overlay). 2. The project is zoned as Specific Plan 14, Beach & Edinger Corridors Specific Plan (BECSP) and is located within the Neighborhood Parkway Segment. Under the provisions of the BECSP, architectural and signage regulations are applicable to exterior improvements or renovations (not additions or replacement) to existing buildings. For exterior improvements or renovations only, no other BECSP requirements shall be required. The BECSP & Huntington Beach Zoning & Subdivision Ordinance (HBZSO) can be found online at htt ://www.huntin tonbeachca. ov/. Re uired Submittal Based upon the proposed project, a building permit application is required and no other land use entitlement is necessary. All applicable permits for the project shall be obtained through a proper submittal to the Planning and Building Department. The precise elevation plans will be IPZR No. 13-008 January 21, 2014 Page 2 reviewed as part of a building permit submittal for the fagade remodel and the tenant improvement plans may require a separate permit and submittal. Code Re uirements Based on the preliminary review of conceptual plans for conformance with the development standards in the Neighborhood Parkway Segment of the Beach and Edinger Corridor Specific Plan (BECSP) and the Huntington Beach Zoning and Subdivision Ordinance (HBZSO), the following issues have been identified. Please note that changes to your plans and receipt of new information will be reviewed for zoning compliance during plan check. The code requirements applicable to your proposed project are included below: 1. Pursuant to BECSP Section 2.8 (Architecture Regulations), architecture regulations ensure the new and renovated buildings embody architectural characteristics that maintain the desired human scale, rhythm, and character appropriate for the Beach/Edinger Corridors. Fagade Height Articulation requirements include the items below. The application of architectural elements and architectural style such as those outlined in Section 2.8.2 (Architectural Elements Regulations) and 2.8.3 (Architectural Character Guidelines) are strongly recommended to create well-integrated and attractive architecture. a. Street Fagade Height Articulation-Base-Section 2.8.1(3), a horizontal articulation of street facades shall be applied within the first floor to form a horizontal "base" of the fagade at the pedestrian scale. b. Street Fagade Height Articulation-Top-Section 2.8.1(3), a substantial horizontal articulation of street facades shall be applied to the top of the fagade to result in a termination of the fagade that provides an attractive fagade skyline and a completion of the upper fagade composition. 2. Pursuant to BECSP Section 2.9 (Signage Regulations), all signs in the Plan area shall adhere to the regulations in this section. 3. Pursuant to HBZSO Section 231.14 (Parking Space Dimensions), required parking spaces shall the minimum dimensions of 9 ft. wide and 19 ft. long and an aisle width of 26 ft. for 90° parking area. Note: The development shall comply with all applicable requirements of the Municipal Code, Building & Safety Department and Fire Department, as well as all applicable local, State and Federal Codes, Ordinances and standards, except as noted herein. (City Charter, Article V) Other Relevant Information The following are provided for your information: 1. Existing and proposed elevations shall be submitted to the Planning Division to provide information (including the building materials and color) regarding the changes in the fagade and the provision of a building top and base.
