Location : 1505 Palm Avenue, 92648 (Southwest corner of Palm Avenue and 15th Street) Dear Mr. Oddo: NOTICE IS HEREBY GIVEN that the Planning & Building Department has reviewed the above entitlement application received and dated June 27, 2013, and has deemed the application incomplete. The following information and/or corrections are requested in order for the Planning & Building Department to deem your application complete and continue the review process of your application: MINIMUM APPLICATION REQUIREMENTS: Based upon the existing conditions of the project site, the plans are inaccurate. Please provide the following on the plans in order for the Planning Division to perform a complete review of the application: 1. Revise the project data on sheet T-1 to reflect the floor area and lot coverage calculations based on the actual existing structures. Provide the same information for the proposed project. a. Please revise the name of "new residence (Unit C)" to "new addition to Unit No." The existing label implies an additional unit, while the proposal is solely for an addition to an existing unit. 2. Include entire elevation views from the north, south, east and west elevations. The plans only show elevations from the east, west and north. Please make sure to properly label the elevation and provide accurate detail on the plans (i.e., ensure that the proposed materials will match existing, label existing features, etc.). 3. Revise the lot size on the plans. The lot size is shown as 5,750 sq. ft., however, after the corner dedication, the lot size is actually 5,664.2 sq. ft. Please show the corner dedication. 4. Provide on the plans the unit numbers (based on the postal address) for each unit. 5. Include on the plan the provided private and common open space area calculations. Incorporate information on how the units have exclusive use to the private open space area. Pursuant to HBZSO Section 210.06(O)(b), the minimum private open space for a unit with two (2) bedrooms is 120 sq. ft. The minimum private open space for a single- bedroom unit is 60 sq. ft. The private open space shall be contiguous to the unit and for the exclusive use of the occupants. 6. Provide the address of the project and a north arrow on the site plan. 7. Show the location of any fencing on site with the material and height labeled. 8. Label the dark walls shown on the floor plan and list if it is proposed or existing. 9. Ensure that the windows and any other features (i.e., fireplace and balcony railing) are shown on the elevation plan are accurately reflected on the floor plan. The following information and/or corrections are requested in order for the Planning & Building Department to deem your application complete and continue the review process of your application: MINIMUM APPLICATION REQUIREMENTS: Based upon the existing conditions of the project site, the plans are inaccurate. Please provide the following on the plans in order for the Planning Division to perform a complete review of the application: 1. Include on the floor plans, elevations and site plan, all of the existing additions and floor areas. The plans have omitted an enclosed floor area underneath the patio cover in between both buildings as well as an addition and patio cover on the first floor near the northeast corner of the property. No permits were found for either of the existing patio covers, nor for the additions. The plans shall reflect what exists or "as-built" on the project site. 2. Revise the project data on sheet T-1 to reflect the floor area, FAR and lot coverage calculations based on the actual existing structures. 3. Include on the plans, an elevation view from the north and south elevations. The plans only show elevations from the east and west. 4. Revise the lot size on the plans. The lot size is shown as 5,750 sq. ft., however, after the corner dedication, the lot size is actually 5,664.2 sq. ft. 5. Include on the plans the unit numbers (based on the postal address) for each unit. 6. Include on the plans, the provided private and common open space area calculations. CODE REQUIREMENTS: Without the proper information, due to a lack of complete plans, it is difficult for staff to identify all code required issues and evaluate them for compliance. However, a review of the site plan, floor plans, and elevations received and dated May 3, 2013 indicated that the following items do not comply with minimum zoning code requirements: 1. This is considered a nonconforming structure due to the fact that the maximum permitted number of units for this parcel is two. Maximum number of dwelling units permitted in the RMH-A zone is one (1) unit for every twenty-five (25) feet of frontage for lots fifty (50) feet wide or less. (HBZSO 210.06 Property Development Standards for Residential Districts Table) 2. Based on the existing, unpermitted additions and the proposed addition, the total square footage added would be 754 sq. ft. or 20.57% of the existing floor area. Any addition to a nonconforming structure is limited to a maximum of ten (10%) percent of the existing floor area. Therefore, the proposed addition would not be permitted (HBZSO 236.06 (B)). 3. The minimum private open space for a unit with two (2) bedrooms is 120 sq. ft. The minimum private open space for a single-bedroom unit is 60 sq. ft. The private open space shall be contiguous to the unit and for the exclusive use of the occupants (HBZSO 210.06 (0) (b)). 4. Private open space shall be provided in courts or balconies within which a horizontal rectangle ahs no dimension less than ten (10) feet for courts and six (6) feet for balconies (HBZSO 210.06 (0) (a)). 5. The minimum common open space area is 25% of the residential floor area. Based on the existing floor area as well as the proposed addition and the existing, unpermitted additions, the common open space requirement is 1,037.25 sq. ft. (HBZSO 210.06 (O)).
