Project Location: 226 Crest Avenue, Huntington Beach, CA Dear Mr. Kemmerer: NOTICE IS HEREBY GIVEN that the Planning Department has reviewed your entitlement application and has determined the application to be incomplete. The following information and/or corrections are requested in order for the Planning Department to deem your application complete and continue the review process of your application: MINIMUM APPLICATION RE UIREMENTS The following items are necessary to deem your application complete: 1. Please provide one set of plans reduced to 8-1/2" x 11". 2. Please indicate on the plans if the existing garage will be demolished and rebuilt. 3. Please identify existing window and door locations for 224 Crest Avenue. 4. Your note on the site plan indicates 5,028 sq. ft. for both lots; however, your legend indicates 5,198 sq. ft. for both lots. My calculations show 5,097 sq. ft. of net lot area. On your floor plans, you have a legend indicating new and exiting walls; however, you do not identify which walls are new, existing, or to be demolished on the floor plans. For example, your second story floor plan indicates that all exterior walls are existing. Please revise the plans to reflect new, existing and most importantly demolished walls on all floors. 6. Access to the exercise/gym room shall be depicted on the second story plans. Include the doorway and remove the note "Temp Laundry". 7. Dimension the roof garden. 8. Remove all notes referencing "Future". 9. The garage shows a 22'-8" depth and no width. However you show the garage 411 sq. ft., thus making the width of the garage approximately 18'-2". Please clarify the garage width and/or the square footage. CODE RE UIREMENTS The following items are identified as not complying with minimum code requirements: 1. Per Section 210.06 (M) (b) of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO), the required minimum roof pitch for buildings exceeding 30 feet in height is 5/12. 2. Per Section 210.06 (M) (d) of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO), the habitable area above the second story plate line shall be within the confines of the roof volume. The stairway to the roof garden complies with code since it provides access; however, all other aspects of the roof, shall be removed. DESIGN RECOMENDATIONS 1. Assuming the existing garage is to be demolished and replaced with new, all aspect of the garage shall comply with current code. Therefore, the rear setback shall be five feet, the east setback shall be five feet and the west setback shall not encroach over the westerly property line. Additionally, the proposed addition over the garage must comply with current setbacks. Please redesign your site plan, floor plan and elevations to reflect compliance with the Zoning and Subdivision Ordinance. OTHER DEPARTMENTS COMMENTS Comments from other City departments will be provided to as soon as they are received by the Planning Department. Per our conversation on February 22, 2007, you indicated that your intentions are now to remove the third floor addition and keep the overall building height below 30'-0", thus eliminating the need for a conditional use permit. I did mention that your variance application could also be eliminated if your redesign of the second floor addition provided a minimum 10-foot rear yard setback. If the above two pending applications are eliminated staff could process a 50 percent refund of the total application fee of $5,904.00 (if approved by the supervisor).
