RE: NOTICE OF PENDING DIRECTOR'S APPROVAL
Dear Property Owner/Tenant:
This letter is to notify you that the Director of Planning and Building will review and take action
on Administrative Permit No. 15-011 to construct one new three-story single family residence
(4,331 sq. ft. and 4,657 sq. ft. at 35 ft. in height), proposed by the applicant, Mark Wheeler. The
project site is located at 16581 S. Pacific Avenue, between 20thand 21st Streets in Sunset
Beach.
Pursuant to Section 241,24 of the Huntington Beach Zoning and SubdMsion Ordinance, the
Neighborhood Notification process is required. You are encouraged to review the proposed
plans during business hours from June 26, 2015 to July 6, 2015 at the Planning and Building
Department, 2000 Main Street, Huntington Beach, CA 92648 or contact the Planning and
Building Department at (714) 536-5271. All comments must be submitted to the Planning and
Building Department prior to 5:00 pm on Monday, July 6, 2015,
Under the provisions of the Huntington Beach Zoning and Subdivision Ordinance, the action
taken by the Director of Planning and Building becomes final, unless appealed. A person
desiring to appeal the decision shall file a written notice of appeal with the Planning and Building
Department within ten calendar days of the date of the department's action. .The notice of
appeal shall include the name and address of the appellant, the decision being appealed, and
the basis for the appeal. •A filing•fee shall also accompany the notice.of appeal. The appeai fee
is $494.00. The appeal period starts.at the end of the,10-dareview.period.

Project Description: The applicant proposesto construct a new 3-story residence of 4,331 square feet of
habitable space,plus a 75 square foot balcony and a425 square foot attached garage,on the site of a
residence that burned in 2011, with the remains demolished per Orange County FireAuthority order.
The home is located in the Sunset BeachResidential (SBR)District of the SunsetBeachSpecific Plan/
LocalCoastalProgram. The subject lot hasan area of 2250 sq.ft., along South PacificAvenue.
The proposed work would comply with development standards of the SpecificPlan/ LocalCoastalPlan,
including side and rear setbacks,building height, and open area. For BeachFront Building Sites,the
front set back (South Pacific)is: 5 feet on ground floor, 6 inchesabove

Sidesetbacksadjacent to other building sites: 3 feet all floors - Sec.7-9-128 of the Orange County
Zoning Codeis not applicable except for decksproviding accesson ground floor. There are no proposed
roof eavesprojecting into the minimum side yard setback of 3 feet, noting the SpecificPlan/ Local
Coastal Program regulations do not clearly address roof eave projections.
Rearsetback (on the sand): None required. Small portions of the structure are at 0", asseenon the third
floor southeast elevation.
OCDevelopment Serviceshasconducted a preliminary review of the project proposal and determined
that the project may require a CoastalDevelopment Permit, subject to approval of the California

Commission. The applicant will needto obtain building and grading permits from the County of Orange,
consistent with the CoastalCommission's approvals or exemption.
