Attached to this letter are the findings and conditions of approval for yo u r a p p l i c a t i o n . Please be advised that the Department of C o m m u n i t y D e v e l o p m e n t r e v i e w s t h e c o n c e p t u a l p l a n as a basic request for entitlement of the use a p p l i e d f o r a n d t h e r e m a y b e a d d i t i o n a l requirements prior to the issuance of building permits. It is recom m e n d e d t h a t y o u i m m e d i a t e l y pursue completion of the conditions of approval and a d d r e s s a l l r e q u i r e m e n t s o f t h e H u n t i n g t o n Beach Zoning and Subdivision Ordinance in order to expedite the p r o c e s s i n g / c o m p l e t i o n o f y o u r project. The conceptual plan should not be con s t r u e d a s a p r e c i s e p l a n , r e f l e c t i n g c o n f o r m a n c e to all Zoning and Subdivision Ordinance requirements. Under the provisions of the Huntington Beach Z o n i n g a n d S u b d i v i s i o n O r d i n a n c e , t h e a c t i o n taken by the Department of Community Development is final u n l e s s a n a p p e a l i s f i l e d t o t h e Planning Commission by you or by an intereste d p a r t y . A p e r s o n d e s i r i n g t o a p p e a l t h e decision shall file a written notice of appeal to the Secretar y o f t h e P l a n n i n g C o m m i s s i o n w i t h i n ten (10) calendar days of the date of the Community Development Dep a r t m e n t ' s a c t i o n . T h e AdministrativePermitNo.15-029 December15,2015 notice of appeal shall include the name and address of the appellant, the decision being appealed, and the grounds for the appeal. A filing fee of $494 shall also accompany the notice of appeal. Said appeal must be in writing and must set forth in detail the action and grounds by which the applicant or interested party deems himself aggrieved. The last day for filing an appeal and paying the filing fee for the above noted application is Monda December28 2015 at 5:00 .m. Wilson, City Manager Scott Hess, AICP, Director of Community Development Jane James, Planning Manager Bill Reardon, Division Chief/Fire Marshal Debbie DeBow, Principal Civil Engineer Mark Carnahan, Building Manager Project File ATTACHMENTNO.1 FINDINGSFORAPPROVAL—ADMINISTRATIVEPERMITNO.15-029: The proposed lot coverage of 54.7 percent does not exceed a 10% deviation from the maximum allowed lot coverage of 50 percent applicable in the RMH-A (Residential Medium High Density —Small Lot Subdistrict) zoning district, pursuant to Section 210.06 of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO). The waiver of development standards improves project design because the addition is single-story and compatible to the neighborhood. The bulk and massing of the addition is minimal in comparison to the maximum building potential of property in the RMH-A zone. Impacts to surrounding residential uses are reduced by maintaining a single-story residence. The proposed project does not require any other discretionary permits, and will not in any way degrade the environment or result in any changes to land use or density. With the exception of the proposed 54.7 percent lot coverage, the project, as conditioned, conforms to all applicable development standards, including maximum height and floor area ratio, minimum yard setbacks, and required onsite parking. CONDITIONSOFAPPROVAL—ADMINISTRATIVEPERMITNO.15-029: 1. The site plan, floor plan, and elevations received and dated November 18, 2015, shall be the conceptually approved layout with the following modifications: The addition shall be reduced to 378 sq. ft. (18 ft. long by 21 ft. wide). The plans shall include proposed elevations of the addition. INFORMATIONONSPECIFICCODEREQUIREMENTS: The applicant and/or applicant's representative shall be responsible for ensuring the accuracy of all plans and information submitted to the City for review and approval. Administrative Permit No. 15-029 shall not become effective until the ten-calendar day appeal period has elapsed. 'Administrative Permit No. 15-029 shall become null and void unless exercised within one year of the date of final approval or such extension of time as may be granted by the Director pursuant to a written request submitted to the Community Development Department a minimum 30 days prior to the expiration date. The Community Development Department reserves the right to revoke Administrative Permit No. 15-029, pursuant to a public hearing for revocation, if any violation of these conditions or the Huntington Beach Zoning and Subdivision Ordinance or Municipal Code occurs. The development shall comply with all applicable provisions of the Municipal Code, Building Division, and Fire Department as well as applicable local, State and Federal Fire Codes, Ordinances, and standards, except as noted herein.
