T h e C U P a p p l i c a t i o n i s enclosed w i t h t h i s l e t t e r a l o n g w i t h a p p l i c a b l e s u b m i t t a l r e q u i r e m e n t s . P l e a s e b e a d v i s e d t h a t 5 0 % 4 of the fees for this Preliminary Plan Review application may be credited towards future entitlements (CUP). A Lot Line Adjustment (LLA) is required for the consolidation of three parcels. The current application processing fee for a Lot Line Adjustment is $551. The LLA application forms are enclosed with this letter along with applicable submittal requirements. Provide floor plans and building elevations for all sides including colors and materials. One set of colored elevations of the final design shall be provided. Provide a site plan for existing and proposed improvements including utilities within the public right- of-way and private property for the consolidated shopping center. All dimensions including property lines, drive aisles, setbacks, etc. shall be included on the new site plan. Provide a separate parking matrix/breakdown of the required parking and commercial uses on the property with corresponding occupied floor area square footages. Code Requirements/Comments: The following code issues were identified based on a preliminary plan check of the project for compliance with the CG development standards and other applicable chapters of the Huntington Beach Zoning and Subdivision Ordinance (HBZSO): Code required parking for eating and drinking establishments is 1 space per 100 sq. ft. of gross floor area. Based on review of prior plans for the shopping center, the outdoor dining area for the restaurant was not previously permitted. Parking requirements shall reflect any outdoor dining areas.(HBZSO Section 231.04) Parking spaces shall be striped according to Diagram A with a minimum 9 ft. in width and 19 ft. in depth.(HBZSO Section 231.14) A minimum 10 ft. wide landscape planter (inside dimension) shall be provided between any streetside property line and a parking area except at driveway openings. Berming shall be a minimum of 20 inches in height.(HBZSO Section 232.08-C) Two feet of landscaping consisting of low shrubs or ground cover may be provided between a parking stall and the required landscape area. The additional landscaping shall not count toward the required percentage of landscaping or minimum planter width. This method will allow vehicles to extend over the additional landscape area in conjunction with permitting a reduction in the required length of the parking space from 19feet to 17feet.(HBZSO Section 232.08-C) A minimum five ft. perimeter landscape planter be provided along side or rear property lines and include one tree for each 90 sq. ft. of landscaped area. Minimum plantable area for each tree shall be 48 inches square.(HBZSO Section 232.08-C) All exterior mechanical equipment shall be screened from view on all sides. Equipment to be screened includes, but is not limited to, heating, air conditioning, refrigeration equipment, plumbing lines, ductwork, and transformers.(HBZSO Section 230.76-A) Utility meters shall be screened from view from public rights-of-way. Electrical transformers in a required front or street side yard shall be enclosed in subsurface vaults or other location approved 2 by the director. Backflow prevention devices shall not be located in the front yard s e t b a c k a n d s h a l l be screened from view.(HBZSO S e c t i o n 2 3 0 . 7 6 - B ) The refuse storage area shall not face a street. (HBZSO S e c t i o n 2 3 0 . 7 8 ) The end of each row of parking spaces shall be separated from driveways by a landscaped planter, minimum2 feet wide and in addition include a step off area.(HBZSO S e c t i o n 2 3 2 . 0 8 - C ) Non-residential developments shall have one 36 inch box tree for each 45 lineal feet of street frontage planted within the first 15 feet of the setback area adjacent to a street . T h e p l a n s s h a l l depict the size of the trees.(HBZSO S e c t i o n 2 3 2 . 0 8 - B ) Interior landscaping areas shall be distributedthr o u g h o u t t h e p a r k i n g a r e a a n d s h a l l e q u a l 5 p e r c e n t of the perimeter landscaping area. These areas shall include one minimum 24-inch box tree for every 10 parking spaces and shall be located throughout the parking a r e a . (HBZSO S e c t i o n 232.08-C) Reciprocal ingress/egress access with adjacent properties shall be provided for all commercial properties and shall be a minimum 24 ft. width. The carwash site shall have reciprocal access with the shopping center.(HBZSO S e c t i o n 2 3 1 . 1 4 ) One bicycle space for every 25 automobile parking spaces shall be required; minimum of three. Depictthe location of the bicycle parking spaces.(HBZSO S e c t i o n 2 3 1 . 2 0 ) When a lot abuts two arterial highways or two local streets, access shall be subject to the approval of the Director of Public Works. According to the P u b l i c W o r k s D e p a r t m e n t , n e w d r i v e w a y s s h a l l b e removed and existing driveways shall be utilized with internal circulation to the subject site. (HBZSO Section 231.02E-3) Design Recommendations The number of site access points should be minimized and located as far as possible from street intersections. Staff recommends the elimination of driveway openings fo r t h e c a r w a s h s i t e a n d t o utilize existing driveways for the center with the provision for reciprocal access into the carwash site.(Design G u i d e l i n e s C h . 4 , C - 5 ) Staff encourages moving the building closer to the street. Parking should not dominate street frontages. The site may have better vehicular circulation by relocating the building towards Heil Avenue and designing reciprocal access along the east of the carwash site.(Design G u i d e l i n e s Ch. 4, C-5) Car wash bays should not face residential properties or the public street. The visibility of car wash openings should be minimized.(DesignGuidelines C h . 6 , C - 2 d ) Site specific architectural design is strongly encouraged . C o r p o r a t e o r f r a n c h i s e d e s i g n s o l u t i o n s are strongly discouraged.(Design G u i d e l i n e s C h . 6 , C - 3 a ) All building elevations should be architecturally enhanced. High quality building materials are encouraged. Reflective, glossy, and fluorescent surfaces are discouraged. Staff recommends greater articulation, movement, and building materials on the facades as opposed to flat wall planes.(Design Guidelines, Ch. 6, C-3d & 3e) 3 Buildings with drive-through services should be "built-to" the minimum front setback lines.(Design Guidelines Ch. 6, F-2c) Drive-through aisles should provide adequate on-site distance to accommodate 5 cars (150-feet) before the first stopping point. No portion of the queuing aisle should serve as a parking a i s l e . S t a f f recommends a different design that demonstrates a greater length of queuing that will not impact driveway entrances or streets.(Design G u i d e l i n e s C h . 6 , F -2d) Drive-through lanes should not exit directly to the site's main entrance. Drive-through aisles should provide at a minimum 25-foot interior radius for any curve.(Design G u i d e l i n e s C h . 6 , F -2e) Buildings should incorporate a full roof with built-in roof top wells for mechanical equipment screening.(Design G u i d e l i n e s C h . 6 , F -3b) A canopy should be provided at the drive-through p i c k -up w i n d o w a r e a . (Design G u i d e l i n e s C h . 6 , F-3c) The drive aisle connection between the new parking stalls at the north of shopping center and the southerly existing angled stalls appears awkward in vehicular circulation. It ma y b e b e n e f i c i a l t o relocate the angled parking stalls adjacent to the walkway near the retail building and provide a straight connection across the drive aisle. The drive-through lane is not recommended inits current configuration, specifically with a driveway opening onto Bolsa Chica Street. Or, the motorist may have to hesitate before enteringthe parking lot (to avoid a vehicle which hasjust been cleaned),therefore possibly resulting in stopping/hesitatingon Bolsa Chica Street,which may result in apotential collision. If there is a line to enter the carwash, a motorist entering fromHeil Avenue mayhave to stop and wait in the street, or blockthe drive aisle. If there is a vehicleentering behind that car,that vehicle may be forced to protrude onto Heil Avenue, causing apossible collision on HeilAvenue. Recommend: Reevaluate driveway exitsand entrances.
