The property located at 16611 South Pacific Avenue, Huntington Beach,
Orange County, California (APN 178-522-07) was evaluated by Sapphos
Environmental,Inc. (Ms.Alexandra I. Madsen)who meetsthe Secretaryof the
Interior's ProfessionalQualifications Standardsin the fields of History and
Architectural History.The purposeof the evaluationwasto assessthe eligibility
to be treated as an historical resource pursuantto Section 15064.5(a)of the
StateCalifornia EnvironmentalQuality Act (CEQA)Guidelines.A 2-storysingle-
family residence was evaluated. The review was based on photographic
resources of the property; literature review and online research; and an
evaluation in relation to criteria for eligibility for listing in the National Register
of Historic Placesand California Registerof Historical Resources.As a resultof
the investigation,it wasdeterminedthatthe propertyis not eligible for inclusion
in federal, state, or local registersdue to a lack of significance and loss of
integrity. Therefore,the property does not appearto be a historical resource

This Memorandum for the Record (MFR) documents the historical evaluation undertaken by
SapphosEnvironmental,Inc. for the property locatedat 16611 South PacificAvenue, Huntington

Section 15064.5(a)(3)of the StateCEQAGuidelines definesthe criteria to be consideredeligible
for listing in the California Registerasfollows:
Any object, building, structure, site, area, place, record, or manuscript which a lead
agency determines to be historically significant or significant in the architectural,
engineering, scientific, economic, agricultural, educational, social, political, military, or
cultural annalsof California may be consideredto be an historical resource,provided the
lead agency's determination is supported by substantial evidence in light of the whole
record. Generally, a resourceshall be consideredby the lead agency to be "historically
significant" if the resource meets the criteria for listing on the California Registerof
Historical Resources(Pub.Res.Code,§5024.1, Title 14CCR,Section4852) including the
following:
Is associatedwith eventsthat have made a significant contribution to the broad
patternsof California'shistoryand cultural heritage;
Isassociatedwith the livesof personsimportant in ourpast;
Embodiesthe distinctive characteristicsof a type, period, region, or method of
construction, or represents the work of an important creative individual, or
possesseshigh artistic values;or
Has yielded, or may be likely to yield, information important in prehistory or
history.
Cityof HuntingtonBeach
The City does not currently haveofficial criteria for local listing. Instead,the City usesCalifornia
Register criteria as a basisfor local significance. During the 2008 -2012 survey update the City
adjustedthe California Register'scriteriato relateto Huntington Beach'slocal history.'
In orderto beconsideredeligible for federal,state,and/or local registers,a propertymustmeetone
or more eligibility criteria and also possessintegrity. Integrity is a property's ability to convey its
significanceand is recognized as the following sevenaspects:design, workmanship, materials,
feeling,association,setting,and location.

Europeancontactin California beganin 1542when JuanRodriguezCabrillo exploredthe coaston
behalf of Spain. In 1784, Manuel Nieto received a Spanishland grant of 300,000 acresfor his
military service;henamedthe areaRanchoLosNietos.In 1821,following the Treatyof Guadalupe
Hidalgo, Mexico secededfrom Spain. In 1833, Mexico passedthe SecularizationAct which
strippedthe churchof its landholdingswhich wereturnedoverto wealthyMexicancitizensandas
reward for service during the Mexican War of Independence.This land transferresulted in the
ranchosystem.The ranchosystemperpetuatedthe agricultural-basedeconomyestablishedduring
the Mission period. Following the Gold Rushin 1849, California becamea statein the Union in
1850,but OrangeCountywasnot establisheduntil 1889.3
Huntington Beachwasoriginal namedShell Beachafter the many shellsearly farmersdiscovered
strewnalong the seaside.In 1899, William Newland purchasedover 500 acresof land, thereby
establishingPacificCity. In 1905, Newland establishedthe Huntington BeachNews,and playeda
major role in establishingthe town, which was acquired by the Huntington BeachCompany in
1904. The Huntington Beach Company, largely owned by rail magnate Henry Huntington,
changedthetown's namefrom PacificCity to Huntington Beachsoonthereafter.
InJuly 1904,the PacificElectricRailwayestablishedrail serviceto Huntington Beach,and the city
was incorporated in 1909. In 1914, 36 acreswere subdivided into 360 small parcelsthat were
given awayasan incentiveto buy encyclopedias.Oil wasdiscoveredin 1920,and parcelowners
becamemillionaires overnight.Oil rigsfreckled the city in the 1920s,and the town dependedon
the industry into the 1950s.Fromthe 1950sthrough the 1970s,Huntington Beachwasthe fastest
growing city in theContinentalU.S.and beganhiding the oil rigsto attracttourists.
SunsetBeach,although establishedin 1905, was sparselypopulated prior to the 1920soil rush.
Aerial mapsof the region show a substantialgrowth in beach-sideresidencesand by the 1930s
homeslitteredthe coast.' Another major population boom took placebetween1972and 1979,as
isvisible from aerialsin the CaliforniaCoastalRecordsProject.'
The subject property was constructed circa 1923. According to a 1935 building permit, the
residencewas originally constructedasa 1-storybuilding, consequentlyreceiving a second-story
addition after construction.6A 1972 aerial of the property similarly suggestsa 1-storydwelling
(Figure 1,Aerial of Property in 1972, 16611 South PacificAvenue).A later 1986 aerial clearly
showsa 2-story building (Figure2,Aerial of Propertyin 1986, 16611South PacificAvenue).No
building permits were available; information regarding the original owner, E.H. Diehl, was
gatheredfrom the property's grant of deed. The builder and architect (if any) are unknown. The
1971 Orange County Assessor'sparcel map provides little information regarding the building
(Figure3,Property'sParcel,16611SouthPacificAvenue).

DESCRIPTION
The 2-story vernacular building is generally rectangular in plan (Figure 4,SouthernFaçade,16611
SouthPacificAvenue).The building has a concrete foundation surrounded by a low brick wall on
its northeastern corner (Figure 5,NortheasternCorner, 16611 South Pacific Avenue).The

sloped, front-gabled roof has exposed rafter tails and is clad in composition shingles. The building
has two projecting, shed-roofed awnings: one on the southern facade and another on the northern
facade. The exterior walls are plastered in stucco. The fenestration is very complex and consists of
vinyl casement windows and two deep projecting bay windows on the southern facade. The
second-story Chicago-style bay windows have a central single fixed window and one-over-one sash
windows on the sides. On the northern facade, double-hung windows grace the first story and
fixed-single and three-over-three windows line the second story. There are at least seven different
styles of windows. A second-story entrance is accessed by an exterior staircase at the northern end
of the residence. The building appears to have been altered from a 1-story to a 2-story building in
the 1970s or 1980s.

EVALUATION
A specificevent markingan important moment in history is not known to haveoccurredhere,nor
is the property known to be associatedwith a patternof eventsor trendsthat madea significant
contribution to the development of the nation, state,or community. The construction of 16611
South PacificAvenue reflectsa real estateboom and land speculationthat occurred throughout
Southern California during the 1920s which resulted in the construction of numerous beach
residencesthroughoutthe City. Therefore,the propertydoesnot appeareligible for listing in both
the National RegisterandCalifornia RegisterunderCriterion A/1, respectively.
The original owner of the property was E.H. Diehl, a physician and World War I veteran.'
Subsequentownerswere Earleand Hazel LeeMacNaught,Arthur and ByrlePadelford,andJohnF.
Stupin, none of whose activities are demonstrably important within a local, state,or national
historiccontext. Personswho madeidentified anddocumentedspecificcontributionsto historyare
not known to be associatedwith this property.Therefore,the propertydoesnot appeareligible for
listing in boththe National RegisterandCalifornia RegisterunderCriterion B12,respectively.
The building is a generic, vernacular building that has been substantially altered and is not
significantfor design,materials,workmanship, and feeling. Therefore,the building is not eligible
for listing in the NationalRegisteror the California RegisterunderCriterion C13,respectively.
The building was constructedusing common materialsand methods,and does not possessthe
potentialto yield importantinformation in regardto historyor prehistory.Therefore,the propertyis
not eligible for listing in both the National Registerand California Registerunder Criterion D/4,
respectively.
The building has been substantiallyaltered and does not retain integrity of design, materials,
workmanship, feeling, and association. The building was constructed within a residential
neighborhood and retains integrity of setting. The building has not been moved and retains
integrityof location.
CONCLUSION

Section15064.5(a)of the StateCEQAGuidelines. Demolition of this building would not resultin a
substantial adverse change to a historical resource (Section 15064.5[bj of the State CEQA
Guidelines).
