On July 1, 2014,the PlanningandBuildingDepartmentof the Cityof HuntingtonBeachtook
actiononyourrequestandAPPROVEDyourrequestwithconditions.Attachedtothisletterare
theconditionsofapprovalforyourapplication.
PleasebeadvisedthattheDepartmentof PlanningandBuildingreviewstheconceptualplanas
a basicrequestfor entitlementofthe useappliedfor andtheremaybeadditionalrequirements
prior to issuanceof buildingpermits. It is recommendedthat you immediatelypursue
completionofthe conditionsof approvalandaddressallrequirementsofthe HuntingtonBeach
Zoning and SubdivisionOrdinancein order to expeditethe processing/completionof your
project. Theconceptualplanshouldnotbeconstruedasa preciseplan,reflectingconformance
to allZoningandSubdivisionOrdinancerequirements.
Underthe provisionsof the HuntingtonBeachZoningand SubdivisionOrdinance,the action
taken by the Departmentof Planningand Buildingis final unlessan appealis filed to the
PlanningCommissionby you or by an interestedparty. A persondesiringto appealthe
decisionshallfile awrittennoticeof appealtotheSecretaryofthePlanningCommissionwithin
ten calendardaysofthedateofthe PlanningandBuildingDepartment'saction. Thenoticeof

appealshallincludethe nameandaddressof theappellant,the decisionbeingappealed,and
thegroundsfortheappeal.Afilingfeeof$494shallalsoaccompanythenoticeof appeal.Said

applicantor interestedpartydeemshimselfaggrieved.The lastdayfor filing an appealand

CONDITIONSOFAPPROVAL—ADMINISTRATIVEPERMITNO.14-006
The site planandfloorplanreceivedanddatedJune10,2014,shallbethe conceptually
approvedlayout.
The maximumnumberof students/patronsutilizingthefacilityat anytimeshallnotexceed
the numberof parkingspacesallocatedto thetenantspace. Basedonthe occupiedfloor
area(approximately1,200sq.ft.)andtheapplicableparkingstandardofoneparkingspace
per 200 squarefeet, the numberof parkingspacesallocatedis six (6). Therefore,the
number of students shall not exceed six (6) during any session. Additionally,the
instructionalarea shall not exceed75 percentof the total floor area occupiedby the
personalenrichmentuse,or900squarefeet.
Ifthe applicantcandemonstrate(bya parkinganalysis)thatadditionalparkingspacesmay
beallocatedtothetenantspace,thentheincreaseinthemaximumnumberof studentsata
timemaybepermittedsubjecttoreviewandapprovalbythePlanningDivisionandissuance
of a newCertificateof Occupancybythe BuildingDivision.No newAdministrativePermit
shallberequired.
INFORMATIONONSPECIFICCODEREQUIREMENTS
AdministrativePermitNo. 14-006shall not becomeeffectiveuntil the ten-calendarday
appealperiodhaselapsed.(HBZSOSection241.14)
AdministrativePermitNo. 14-006shallbecomenullandvoid unlessexercisedwithinone
year of the date of final approvalor such extensionof time as may be grantedby the
Directorpursuantto a writtenrequestsubmittedto thePlanningDepartmenta minimum30
dayspriortotheexpirationdate.(HBZSOSection241.16)
The Planningand BuildingDepartmentreservesthe rightto revokeAdministrativePermit
No.14-006,pursuantto a publichearingforrevocation,ifanyviolationoftheseconditionsor
the HuntingtonBeach Zoning and SubdivisionOrdinanceor MunicipalCode occurs.

ThedevelopmentshallcomplywithallapplicableprovisionsoftheMunicipalCode,Building
Department,andFireDepartmentaswellasapplicablelocal,StateandFederalFireCodes,
Ordinances,andstandards,exceptasnotedherein.(CityCharter,ArticleV)
INDEMNIFICATIONANDHOLDHARMLESSCONDITION:
Theownerofthepropertywhichisthesubjectofthisprojectandtheprojectapplicantifdifferent
from the propertyowner, and each of their heirs, successorsand assigns,shall defend,
indemnifyand hold harmlessthe City of HuntingtonBeachand its agents,officers,and
employeesfrom any claim,actionor proceedings,liabilitycost,includingattorney'sfees and
costsagainsttheCityoritsagents,officersoremployees,to attack,setaside,voidorannulany
approvalof the City, includingbut not limitedto any approvalgrantedby the City Council,
PlanningCommission,orDesignReviewBoardconcerningthisproject.TheCityshallpromptly
