Beachtook actionon your requestand CONDITIONALLYAPPROVEDyour request.
Attachedtothisletterarethefindingsandconditionsofapprovalforyourapplication.
PleasebeadvisedthattheCommunityDevelopmentDepartmentreviewstheconceptual
planasa basicrequestforentitlementoftheuseappliedfor andtheremaybeadditional
requirementsprior to issuance of building permits. It is recommendedthat you
immediately pursue completion of the conditions of approval and address all
requirementsof the HuntingtonBeachZoningand SubdivisionOrdinancein orderto
expeditethe processing/completionof yourproject. Theconceptualplanshouldnotbe
construedas a preciseplan, reflectingconformanceto all Zoning and Subdivision
Ordinancerequirements.

FINDINGSFORAPPROVAL-ADMINISTRATIVEPERMITNO.16-010:
Theproposedlotcoverageof54.4percentdoesnotexceeda 10%deviationfrom
themaximumallowedlotcoverageof50percentapplicableintheRMH-A
(ResidentialMedium-HighDensity—SmallLot)zoningdistrict,pursuanttoSection
210.06oftheHuntingtonBeachZoningandSubdivisionOrdinance.
Thewaiverofdevelopmentstandardsimprovestheprojectdesignbyallowingan
approximate493sq.ft. addition.Thenewadditionattachesthemaindwellingunitto
anexistingdetachedgarageandaddsanewbedroomwhilemaintainingconsistency
withthearchitecturalcharacteroftheexistingdwellingandthesurrounding
neighborhood.Theadditionprovidesa rooftopdeckasusableopenspace,abay
windowto minimizethemassandbulkofthegaragefaçade,andadditionalstorage
spaceinthegarageandunderthestairway.Furthermore,theprojectincludesa
uniformbuildingexteriorwithadjacentneighborsalongthealley,compatibleroof
design,pitch,andmaterialstomatchexistingconditions,andinternalcirculation
betweentheproposedadditionandexistingdwelling.
Thenumberofparkingspaceslocatedwithinthegarageareacomplieswiththe
intentoftheresidentialoff-streetparkingrequirement,pursuantto Section231.04of
theHuntingtonBeachZoningandSubdivisionOrdinance.Theadditioncontributes
tothedwelling'slotcoverage,butwillnotcreatedetrimentalimpactstosurrounding
propertiesbycomplyingwiththerequiredsideandrearyardsetbacksandmaximum
heightlimits.
Theproposedadditionwouldnototherwiserequireanydiscretionarypermits,and
willnotin anywaydegradetheenvironmentorresultinanychangesto landuseor
density.Withtheexceptionoftheproposed54.4percentlotcoverage,theproposed
roomaddition,catwalk,stair-way,baywindowandrooftopdeckasmodifiedby
conditionsofapproval,conformstoallapplicabledevelopmentstandards,including
maximumheightandfloorarearatio,minimumyardsetbacksandrequiredon-site
parking.Theexistingdwellingwillcontinueto beusedforsingle-familyresidential
purposesafterconstructionoftheproposedroomaddition.
CONDITIONSOFAPPROVAL—ADMINISTRATIVEPERMITNO.16-010:
1. Thesiteplan,floorplans,andelevationsreceivedanddatedMay18,2016,shallbe
theconceptuallyapprovedlayoutwiththefollowingmodifications:
Thelengthoftheproposedbaywindowshallnotexceed1/3ofthebuilding
lengthonwhichitislocated.
Thesingle-familydwellingshallbelimitedto amaximumofthreebedrooms,
includingtheproposedroomoverthegarage,whichshallbeconsidereda
bedroom.

Priorto submittalforbuildingpermitsconditionsofapprovalshallbeprinte

defend,indemnifyand hold harmlessthe City of HuntingtonBeachand its agents,
officers,and employeesfromany claim,actionor proceedings,liabilitycost, including
attorney'sfeesandcostsagainsttheCityor itsagents,officersoremployees,to attack,
setaside,voidorannulanyapprovaloftheCity,includingbutnotlimitedto anyapproval
grantedbythe CityCouncil,PlanningCommission,or DesignReviewBoardconcerning
this project. The City shall promptlynotify the applicantof any claim, action or
proceedingandshouldcooperatefullyinthedefensethereof.
