In order to assist you with your development proposal, staff has reviewed the project and
identified applicable city policies, standard plans, and development and use requirements,
excerpted from the City of Huntington Beach Zoning & Subdivision Ordinance and Municipal
Codes. This list is intended to help you through the permitting process and various stages of
project implementation.
It should be noted that this requirementlist is in additionto any"conditionsof approval"adopted
by the Community DevelopmentDepartment. Please note that if the design of your project or
site conditionschange,the list may also change.
If you would like a clarification of any of these requirements,an explanation of the Huntington
Beach Zoning & Subdivision Ordinance and Municipal Codes, or believe some of the items
listed do not apply to your project,and/oryouwould like to discussthem in further detail, please

Thefollowingisa listofcoderequirementsdeemedapplicabletotheproposedprojectbasedonplans
statedabove.Thelistisintendedtoassisttheapplicantbyidentifyingrequirementswhichmustbe
satisfiedduringthevariousstagesofprojectpermittingandimplementation.A listofconditionsof
approvaladoptedbythePlanningCommissioninconjunctionwiththerequestedentitlement(s),ifany,
willalsobeprovideduponfinalprojectapproval.Ifyouhaveanyquestionsregardingthese

I. REQUIREMENT:
1. Submitseparateplansfor all disciplines;Building3 sets,MEP2 sets each. Landscapeplan is a
separatesubmittalfor irrigationandplantsonly. Noaccessorystructuresorflatworkwill bereviewed
on the landscapeplans. All siteworkfor accessibilitywill be reviewedandinspectedbasedonthe
approvedarchitecturalplans. AllaccessoryandminoraccessorystructuresincludingsiteMEPwillbe
onseparatepermits.
U. CODEREQUIREMENTSBASEDONPLANS&DRAWINGSSUBMITTED:
1. Projectshallcomplywiththe currentstatebuildingcodesadoptedby the city at the time of permit
applicationsubmittal. Currentlythey are 2013 CaliforniaBuildingCode (CBC),2013 California
ResidentialCode(CRC),2013CaliforniaMechanicalCode,2013 CaliforniaPlumbingCode,2013
CaliforniaElectricalCode,2013CaliforniaEnergyCode,2013CaliforniaGreenBuildingStandards
Code,andtheHuntingtonBeachMunicipalCode(HBMC).Compliancetoallapplicablestateandlocal
codesisrequiredpriorto issuanceofbuildingpermit.

2. ProvidecompleteRoofplan/Siteplanshowing:

California.
Energycalculationsandstructuralcalculationsarerequired.
ReviewandprovidecompliancewithTitle17oftheCityof HuntingtonBeachMunicipalCode,Building
andConstruction.Thisdocumentcanbefoundonlineonthecity'swebsite.
In additionto all of the coderequirementsof the 2013CaliforniaGreenBuildingStandardsCode,
specificallyaddress ConstructionWaste Managementper Sections4.408.2, 4.408.3, 4.408.4,
5.408.1.1,5.408.1.2,and5.408.1.3andBuildingMaintenanceandOperation,Section5.410. Priorto
theissuanceofa buildingpermitthepermiteewillberequiredto describehowtheywillcomplywiththe
sectionsdescribedabove. Priorto BuildingFinalApproval,the city will requirea WasteDiversion
ReportperSections4.408.5and5.408.1.4.
The City of HuntingtonBeachhas adoptedthe 2013 CaliforniaGreenBuildingStandardsCode
Appendicesfor ElectricVehicleCharging.ThisadoptedCodemaybefoundinthe HuntingtonBeach
MunicipalCodeunder;Chapter17.06.030ResidentialElectricVehicle(EV)Chargingand 17.06.040

PlanningandBuildingDepartmentencouragetheuseofpre-submittalbuildingplancheckmeetings.
SeparateBuilding,Mechanical,Electricaland PlumbingPermitswill be requiredfor all exterior
accessoryelementsof the project,includingbutnot limitedto: fireplaces,fountains,sculptures,light
poles,wallsandfencesover42"high,retainingwallsover2' high,detachedtrellises/patiocovers,gas
piping,water service,backflowanti-siphon,electrical,meter pedestals/electricalpanels,swimming
pools,storageracksfor industrial/commercialprojects. It will be the designprofessionalin charge,
responsibilitytocoordinateandsubmitthedocumentsfortheworkdescribedabove.
Provideonallplansubmittalsforbuilding,mechanical,electricalandplumbingpermits,theConditions
of Approvaland Code Requirementsthat are associatedwith the project through the entitlement
process.IfthereisaWQMP,itisrequiredtobeattachedtotheplumbingplansforplancheck.
