This letter presents our methodology, finding, and recommendation in regards to the sufficiency of on-site parking. PROJECT INFORMATION The proposed Perry Pizza restaurant consists of 1,500 sq. ft. located at 21411 Brookhurst Street in the City of Huntington Beach. The proposed business hours of the restaurant are 11 am to 8 pm daily . T h e f a c i l i t y i s s i t u a t e d w i t h i n A y r e s Brookhurst Plaza that prov i d e s 2 4 0 s h a r e d p a r k i n g s p a c e s f o r a l l t e n a n t s a n d p a t r o n s . Site plan is shown in Exhibit 1 . Del Taco is not part of the subject parcel and does not belong to Ayres Brookhurst Plaza. Therefore, it has been excluded from this parking study. EXISTING CONDITIONS Ayres Brookhurst Plaza is situated at the northwest corner of Brookhurst Street and Hamilton Avenue. Existing tenants in the plaza include Trader Joe's Market, Pet Supply, The Druggist, and other general r e t a i l s t o r e s . T h e s u b j e c t u n i t o f t h e proposed restaurant is currently vacant. A complete list of tenant and v a c a n c y information c a n b e f o u n d i n Exhibit 2 . There are 240 shared parking spaces including seven (7) accessible space. Parked vehicles were counted every 30 minutes for two weekdays and two weekend days between 11 am and 8 pm. Our observation found that peak parking in this commercial plaza occurred at 11:00 am on Sunday when 162 parking spaces were occupied.Exhibit 3 illustrates the existing parking usage during the survey. Complete survey data can be found in Appendix A. PARKING REQUIREMENT Zoning Codes of the City of Huntington Beach require one parking space per 100 sq. ft. gross floor area (GFA). For the proposed restaurant of 1,500 sq. ft. GFA, 15 parking spaces are required. VACANCY Except the proposed restaurant, there is only one vacant unit of 1,610 sq. ft. in the subject plaza. Based on general retail uses, Zoning Codes require one parking space per 200 sq. ft. gross floor area (GFA). Eight (8) parking spaces should be reserved for future use of this vacant unit in the parking analysis. SUMMARY Exhibit 4 illustrates that project parking demand reaches its peak of 185 spaces at 11 AM on Sunday, including 162 spaces of existing tenant usages, 8 spaces reserved for the vacant unit, and 15 spaces for the project. The parking capacity of 240 spaces in Ayres Brookhurst Plaza should sufficiently accommodate the parking demand of all existing uses and the proposed restaurant. Although Del Taco is not part of the subject parcel, it is inevitable that parking study conducted for Ayers Brookhurst Plaza was affected by the restaurant due to the close proximity and limited parking on the Del Taco site. Nonetheless, Ayers Brookhurst Plaza still had sufficient parking for the existing uses and the proposed restaurant use.
