Planning Commission:Twelve (12) preliminary site plans, floor plans and building elevations (and for new construction submit preliminary grading plans) a maximum of 24" X 36" in size. Upon acceptance and scheduling of hearing date, eight (8) additional full sized sets, two (2) sets of plans reduced to 8-1/2" X 11" and one (1) set of plans colored to illustrate the design and development concept of the project shall be submitted. The assigned Project Planner is responsible for processing your entitlement and will be responsible for the.following tasks: Reviewing your entitlement for completeness; Evaluating the project for conformancewith the GeneralPlan; Reviewing plans for compliance with the Zoning Code, Design Guidelines, and appliCable City Ordinances; Preparation of environmentaldocumentspursuant to the CaliforniaEnvironmental Quality Act (CEQA); Analyzing the siteplan layout and, if applicable, the floorplans-and elevations; Evaluating the project for compatibilitywith, and potential impactsto, surroundinguses/structures; Coordinating issues related to the Fire Dept., Public WorksDept., Building Division, etc.; Obtaining other City department's comments relative to the project; Coordinating anynecessary communitymeetings; Preparing a staff report and recommendation (approval/denial) with suggested finding,sand conditions of approval Schedulingthe project for apublic hearing; and Assisting you with any follow-up actions and/or conditions of approval. Entitlement Page Two Please be advised that a Notice of Filing Status letterwill be sentto you regarding the status/completeness of your entitlement(s) notifying you of the pending hearing date within 30 days of receipt of the entitlement(s) at the zoning counter. The letterwill indicateone ofthe following circumstances: Entitlement Deemed Incomplete;additional information is required (e.g., revised plans, supplementalplans, environmental information,additional entitlements, etc.); or EntitlementDeemedComplete;the Project Planner is continuing to process your entitlement(s) and you will be notified as to when your project will be scheduled for a hearing by (1) the Design ReviewBoard, (2) the ZoningAdministrator,or (3) the Planning Commission. The three scenarios listedbelow are the subsequentstepsto the abovenotification: If the project is subject to Planning Commissionreview, a staff report with a full analysis of the proposal will be prepared. Your plans and supplementalinformation will be attached to the staff report. A copy ofthe staff report will bemailed to you prior to the hearing; If the project is scheduled for ZoningAdministrator review, an executive summarywith staff's recommendation for the project will be prepared. A copy of the executive summary will be mailedto you prior to the hearing; If the project is scheduled for DesignReviewBoard action, no staff report will be prepared, however staff will advise you of the staffrecommendationprior to the meeting. Generally, the complete processing time from submittal to fmal action by the reviewing body and expiration of the appealperiod is as follows: DesignReviewBoard:30-45days(dependentupon the complexity ofyour project) ZoningAdministrator:2-3months(dependentuponthe complexity ofyour project) Planning Commission:4-6 months(dependentupon the complexity ofyour project) Please note: When Zone Changes, General Plan Amendments, Tentative Maps, or preparation of environmental documents are involved, additionalprocessingtime is necessary.
