This request will require the removal of 11 parking spaces and will relocate four (4) stalls to the south side of the restaurant. Location:20111 Brookhurst Street, 92646 (south of Adams Ave. and west of BrookhurstSt.) Dear Mr. Blied: The Planning Division has completed the review of your conceptual development plans submitted on February 9, 2017. The comments provided in this letter reflect Planning Division review only. Comments from the Planning Division should be considered preliminary and subject to change upon receipt of new information and/or submittal of a formal entitlement application. This review does not include comments from the Building Division, Public Works Department, Fire Department,and Office of Business Development. General Plan and Zonin Desi nation: The subject property has a General Plan designation of CG-F1 (Commercial General — Maximum FloorArea Ratioof 0.35). The zoning designationfor the property is CG (Commercial General). Re uired Entitlements: 1. The installation of the proposed 1,600 sq. ft. enclosed patio area without alcohol sales, would require an Administrative Permit and is subject to review and approval by the Community Development Department. An Administrative Permit would be required due to the proposed additions proximity to residential uses (Section 211.04 X of the HBZSO).The Current fee for an Administrative Permit is $1,202. The application and plans submitted as part of the Initial Planning Zoning Review (IPZR) does not clearly indicate if the sale, services and consumption of alcoholic beverages is proposed within the 1,600 sq. ft. enclosed patio area. If the sale, service and consumption of alcohol is proposed within the 1,600 sq. ft. enclosed patio area a Conditional Use Permit (CUP) is required. The current fee for a CUP is $5,788 and is subject to public hearing and approval by the Zoning Administrator (Section 211.04 of the HBZSO). A lication Submittal Re uirements: Provide a narrative depicting the proposed addition and site modifications. Provide accurate square footage calculations and dimensions for the proposed addition and site modifications. Provide building elevations that depict all sides of the building with dimensions. Code Re uirements: The following code issues were identified based on a preliminary plan check of the project for compliance with the Huntington Beach Zoning and Subdivision Ordinance (HBZSO): The proposed 1,600 sq. ft. enclosed patio area and site modifications shall comply with the development standards of the HBZSO.(Section 211.06 HBZSO) Provide legible setback information on the site plan, a minimum 10 foot setback along the front property line shall be shown on the plans.(HBZSO 211.06) The conceptual site plans do not include enough detail or dimensions to demonstrate compliance with the required onsite Landscaping. As part of your formal submittal demonstrate on the plans that the site complies with landscaping requirements and ensure all dimensions are shown on the plans.(HBZSO 211.06) The proposed 1,600 sq. ft. enclosed patio area and site modifications shall comply with the parking regulations of Chapter 231 of the HBZSO. The conceptual site plans do not provide enough detail or dimensions to demonstrate compliance with the parking standards of Section 231.14 of the HBZSO. The following information shall be depicted on the plans as part of your formal submittal: Maneuvering areas for 90° parking stalls shall be 26 feet (HBZSO 231.14) The required parking stall dimensions are 9' by 19' per stall.(HBZSO 231.14) Staff Comments: 1. Although 11 in. x 17 in. plans are acceptable, it was difficult to read certain dimensions and scale the plans. Provide a larger legible set of plans for review with your formal entitlement submittal. 2 As part of the Planning Staff's review of the proposed addition and site modifications, Staff investigated the past entitlements and plans depicting the current uses and their associated parking needs. It appears the parking matrix that was submitted as part of IPZR No. 17-001 is using incorrect building square footages, has failed to list all the buildings and their associated parking needs within the center and is inconsistent with previously approved entitlements and plans. Staff analysis of the previously approved plans and entitlements for the center indicate a total of 814 parking stalls are required onsite and with the addition of the 1,600 outdoor patio area an additional 16 parking stalls would be required onsite. However, per the previously approved Entitlement Plan Amendment No. 04-006 for Target, states there are only 808 parking stalls provided onsite. Prior to providing additional information regarding if the proposed project will create a deficiency in parking or if there is sufficient parking onsite, the Planning Staff will need and updated parking matrix indicating current site conditions. As part of your formal submittal, revise the parking matrix to depict current site conditions and ensure that all building square footage data is internally consistent. Additionally, with your formal submittal provide any existing reciprocal parking/access agreements for the site. As part of your formal submittal, ensure the site plan indicates and labels all parking stalls that are proposed to be removed and/or relocated. Thank you for your submittal of Initial Planning Zoning Review No. 17-001 and the solicitation of preliminary comments from the City.
