NOTICE IS HEREBY GIVEN that the. Planning Division has reviewed your entitlement
application received and dated December 19, 2016 and has determined the application to be
incomplete. The following information and/or corrections are requested in order’ for the
Planning Division to deem your application complete and continue the review process of your
application:
MINIMUM APPLICATION REQUIREMENTS] CORRECTIONS:
The following items are necessary to deem your application complete:
1. Measurement of Height — The height of structures built within the Sunset Beach
Specific Plan No. 17, Residential District shall be measured from the centerline of the
frontage street to the top of the structure. Additionally, Section 3.3.1 F 2 states the
structure shall be built a minimum of two feet above the centerline of the frontage street
or two feet above the highest perimeter curb elevation of the property, whichever is
greater.Revise the height detail to comply with this standard. (See Section 3.3.1 F 2
within the SP17 for more details)
2. Sheet A-1 Corrections — All beachfront properties should have the ground slope toward
South Pacific Avenue and not toward any adjacent property. Revise the grading details

on the site plan to indicate this. The grade detail shall be on all side of the property.
(See Section 3.3.1 F 2 within the SP1? for more details)
3. Historic Element — Due to the potential Historic nature of the existing home, a Historic
Resource Study will be required for the Planning" Division to review. Please provide a
historic resource study that meets the requirements of the U.S. Department of the
Interior Standards. Additionally, provide a resume of the consultant whose qualifications
that at a minimum, can demonstrate that they meet the Secretary of the Interior's
Professional Qualifications in History or Architectural History. These standards can be
viewed on the National Park Service Website.

proposed project.

a. Enclosure Requirements - Depict the location of the trash enclosure on the site
plan (Sheet A-1). Per Section 3.3.1 of SP17, all building plans shall provide an
area for the storage of the minimum required number and size trash cans per
dwelling unit as required by the local trash removal service. All trashcans shall be
screened from public view.
b. Front Entrance Gate I Fence — Provide dimensions and setback information for
the front entry gate and fence. The max height allowed for fences and gates
within the front yard setback is 42 inches.See Section 3.3.5 within SP17 for
more information.
c. Details — Provide more information and clarify what the items within the squares
are supposed to indicate. (example 7,9,29,31)
Sheet A-2 Corrections: Indicate near the Heritage area if it is open to below.
Sheet A-4 Corrections:
a. Provide location details for item 48. On the plans, provide the dimensions of item
48 and its location within the setback area. The max height allowed for fences
and gates within the front yard setback is 42 inches. See Section 3.3.5 within
SP17 for more information.
b. The height of structures built within the Sunset Beach Specific Plan No. 17,
Residential District are measured from the centerline of the frontage street to the
top of the structure. Revise the height detail to comply with standard. (See
Section 3.3.1 F within the SP17 for more details)
Roof Structures — To comply with Section 3.3.1 of SP17, chimneys shall not exceed
the dimensions of 2 ft. by 2 ft. per flue and are not to exceed the height of the
building by more than 10 percent. If a Chimney is proposed, revise the plans to show
it on the structure. (Provide the total height from centerline of street and provide the
dimensions of chimneys.)
Mechanical Equipment — Please provide the location and the dimensions of the
proposed mechanical equipment (AC Unit). Per section 3.3.1 all roof structures such
as air conditioning units, elevator equipment or other roof-mounted appurtenances
shall be screened from view and shall not exceed the overall 35 foot height limit.
Provide Elevationslsections Depicting the Proposed Foundation — Per Section
2.4.2 of SP17 all new development shall be required to comply with the flood plain
regulations and the Coastal Floodplain Development Study Orange County
Coastline (dated January 1985).
a. The proposed project is required to be built on Piles or Caissons. The
Community Development Department is currently in the process of amending this

code requirement however, the text amendment must still be reviewed and
approved by the City Council and the Coastal Commission.
b. Design Criteria for Protective Devices and Pile or Caisson-Supported
Structures - Provide the distance between the natural grade and the underside
of the structure (subfloor) that complies with Chapter 4 section 5.2 of the Coastal
Flood Plain Development Orange County Coastline. Refer to the Coastal Flood
Plain Development Orange County Coastline document for further clarification
and requirements.
