ADMINISTRATIVEPERMITNO.16-022:
1. Duringdemolition,grading,sitedevelopment,and/orconstruction,thefollowingshallbeadheredto:
Thesite planshallincludeall utilityapparatus,suchas but notlimitedto, backflowdevicesand
Edisontransformers. Utility meters shall be screenedfrom view from public right-of-ways.
Electrictransformersina requiredfrontorstreetsideyardshallbeenclosedinsubsurfacevaults.
Backflowpreventiondevicesshall be not be locatedin the front yard setbackand shall be
screenedfromview.(HBZSOSection230.76)
All exteriormechanicalequipmentshallbescreenedfromviewonallsides. Rooftopmechanical
equipmentshall be setbacka minimumof 15 feet from the exterioredges of the building.
Equipmentto be screenedincludes,but is not limitedto, heating,air conditioning,refrigeration
equipment,plumbinglines,ductworkandtransformers. Saidscreeningshall be architecturally
compatiblewith the buildingin terms of materialsand colors. If screeningis not designed
specificallyintothe building,a rooftopmechanicalequipmentplanshowingproposedscreening

responsiblefor ensuring compliancewith all applicablecode requirementsand conditionsof
approval. The Directorof Planningmayapproveminoramendmentsto plansand/orconditionsof
approvalasappropriatebasedonchangedcircumstances,newinformationor otherrelevantfactors.
Any proposedplan/projectrevisionsshall be calledout on the plan sets submittedfor building
permits. Permitsshallnot be issueduntilthe DevelopmentServicesDepartmentshavereviewed
andapprovedtheproposedchangesforconformancewiththeintentoftheCommunityDevelopment
Departmentaction.Iftheproposedchangesareofa substantialnature,anamendmenttotheoriginal
entitlementreviewedbythe CommunityDevelopmentDepartmentmaybe requiredpursuantto the
provisionsof HBZSOSection241.18.(HBZSOSection241.18)
AdministrativePermit16-022shallbecomenullandvoidunlessexercisedwithinoneyearofthedate
offinalapproval,orasmodifiedbyconditionofapproval.Anextensionoftimemaybegrantedbythe
Directorpursuantto a written requestsubmittedto the CommunityDevelopmentDepartmenta
minimum30dayspriortotheexpirationdate.(HBZSOSection241.16.A)
AdministrativePermitNo. 16-022shall not becomeeffectiveuntilthe appealperiodfollowingthe

022. pursuantto a public hearingfor revocation,if any violationof the conditionsof approval,

The project shall comply with all applicablerequirementsof the MunicipalCode, Community
DevelopmentDepartmentand FireDepartment,as wellas applicablelocal,Stateand FederalFire

Standards and Specifications. The list is intended to assist the applicant by identifying
requirements which shall be satisfied during the various stages of project permitting,

CONSTRUCTION:
An EncroachmentPermitisrequiredfor allworkwithinCaltransright-of-way.
All trucksshallarriveat the site no earlierthan 8:00 a.m. or leavethe site no laterthan
5:00p.m.,andshallbelimitedto MondaythroughFridayonly. (MC17.05)
Wetdownthe areasthatareto begradedorthat is beinggraded,inthe latemorningand

An ImprovementPlan,preparedby a LicensedCivil Engineer,shall be submittedto the
PublicWorks Departmentfor reviewand approval.(MC 17.05/ZSO230.84) The plans
shall comply with Public Works plan preparationguidelinesand includethe following
improvementsontheplan:
Any damagedcurb,gutterand sidewalkalongthe PacificCoastHighwayfrontage
shallberemovedandreplacedper PublicWorksStandardPlanNos.202and 207.

The existingdrivewayapproacheson PacificCoastHighwayshallbe removedand
replacedwith an ADA compliantdrivewayapproachper Caftans Standard Plan
A87A. (ZSO230.84,Caltrans)
The existing sewer lateral may potentiallybe utilized if it is of adequate size,
conformsto currentPublicWorksStandardsand is determinedto be in serviceable
conditionby submittinga video of the lateral. If the sewer is determinedto be
inadequate,a new sewer lateralshall be installed,connectingto the main in the

SeparatebackflowprotectiondevicesshallbeinstalledperWaterDivisionStandards
