took actionon your requestand APPROVEDyourrequestwith conditions. Attachedto this
letteraretheconditionsofapprovalforyourapplication.
PleasebeadvisedthattheCommunityDevelopmentDepartmentreviewstheconceptualplanasa
basicrequestfor entitlementof the useappliedfor andtheremaybe additionalrequirements
prior to issuanceof buildingpermits. It is recommendedthat you immediatelypursue
completionof theconditionsof approvalandaddressallrequirementsofthe HuntingtonBeach
Zoning and SubdivisionOrdinancein order to expeditethe processing/completionof your
project.Theconceptualplanshouldnotbeconstruedasa preciseplan,reflectingconformance
to allZoningandSubdivisionOrdinancerequirements.
Underthe provisionsof the HuntingtonBeachZoningand SubdivisionOrdinance,the action
taken by the CommunityDevelopmentDepartmentis final unlessan appealis filed to the
PlanningCommissionby you or by an interestedparty. A persondesiringto appealthe
decisionshallfilea writtennoticeofappealto theSecretaryofthe PlanningCommissionwithin
tencalendardaysofthedateoftheCommunityDevelopmentDepartment'saction. Thenotice
ofappealshallincludethenameandaddressoftheappellant,thedecisionbeingappealed,and
the groundsfor the appeal. A filingfee of $2,251shallalsoaccompanythe noticeof appeal.

The site plan and floor plan receivedand dated December12, 2017, shall be the
conceptuallyapprovedlayout.
The maximumnumberof studentsutilizingthe facilityat any time shall not exceedthe
numberof parkingspacesallocatedto the building.Thereare43 parkingspacesprovided
on-site.Basedontheoccupiedfloorareaofthebusinesscomplex,40 spacesarerequired
to meet the parkingdemandof the existingbusinesses,resultingin three unallocated
spaces.Therefore,the numberof studentsforthe proposeduseshallnotexceedthree(3)
duringanyinstructionalsession.
Asa personalenrichmentuse,theschoolshallnotbepermittedtoofferor advertisemicrobladingor
permanentmakeupservicestoanymemberofthepublicwithouta ConditionalUsePermitapproved
bythePlanningCommission.
All activitiesshallbeconductedentirelywithinthe interiorofthe building.Outdooractivities
shallbeprohibitedunlessotherwisepermittedbytheCommunityDevelopmentDepartment.
The applicantand/or applicant'srepresentativeshall be responsiblefor ensuringthe
accuracyofallplansandinformationsubmittedtotheCityforreviewandapproval.
INFORMATIONONSPECIFICCODEREQUIREMENTS
AdministrativePermitNo. 17-015shall not becomeeffectiveuntil the ten-calendarday
appealperiodhaselapsed.(HBZSOSection241.14)
AdministrativePermitNo. 17-015shallbecomenull andvoid unlessexercisedwithinone
year of the date of final approvalor such extensionof time as may be grantedby the
Directorpursuantto a writtenrequestsubmittedto thePlanningDepartmenta minimum30
dayspriortotheexpirationdate.(HBZSOSection241.16)
TheCommunityDevelopmentDepartmentreservestherightto revokeAdministrativePermit
No.17-015,pursuanttoa publichearingforrevocation,ifanyviolationoftheseconditionsor
the HuntingtonBeach Zoning and SubdivisionOrdinanceor MunicipalCode occurs.

ThedevelopmentshallcomplywithallapplicableprovisionsoftheMunicipalCode,Building
Department,andFireDepartmentaswellasapplicablelocal,StateandFederalFireCodes,
Ordinances,andstandards,exceptasnotedherein.(CityCharter,ArticleV)
