PleasebeadvisedthattheDepartmentof PlanningandBuildingreviewstheconceptualplanas
a basicrequestfor entitlementoftheuseappliedfor andtheremaybeadditionalrequirements
prior to issuanceof building permits. It is recommendedthat you immediatelypursue
completionofthe conditionsof approvalandaddressallrequirementsofthe HuntingtonBeach
ZoningandSubdivisionOrdinance(HBZSO)inorderto expeditethe processing/completionof
your project. The conceptualplan should not be construedas a preciseplan, reflecting
conformanceto allZoningandSubdivisionOrdinancerequirements.
Underthe provisionsof the HBZSO,the actiontaken by the Departmentof Planningand
Buildingisfinalunlessanappealisfiledtothe PlanningCommissionbyyouor byaninterested
party. A persondesiringto appealthe decisionshallfile a written noticeof appealto the
SecretaryofthePlanningCommissionwithintencalendardaysofthedateofthe Planningand
AdministrativePermitNo.14-017

BuildingDepartment'saction. Thenoticeof appealshallincludethe nameandaddressof the
appellant,the decisionbeingappealed,andthe groundsfor the appeal. A filingfee of $494
shallalsoaccompanythenoticeofappeal.Saidappealmustbeinwritingandmustsetforthin
detail the action and grounds by which the applicantor interestedparty deems himself
aggrieved. The last day for filing an appealand payingthe filing fee for the abovenoted
applicationis Tuesda December30 2014 at5:00 .m.

CONDITIONSOFAPPROVAL—ADMINISTRATIVEPERMITNO.14-017:
ThesiteplanandfloorplanreceivedanddatedNovember4,2014,shallbetheconceptually
approvedlayout.
Thehomeoccupationuseshallcomplywiththefollowing:
Musicinstructionshallbelimitedto onestudentduringanyclasssession.
Musicinstructionshallbe limitedto betweenthe hoursof 9:00AM and9:00PMon a
dailybasis.
All exteriordoorsandwindowswithinthe instructionalareashallremainclosedduring
thetimesofmusicinstruction.
Studentsshallonlyenter/exitfromthe mainentranceof the dwellingfacingLapworth
Circle.
Allstudentswaitingforlessonsshalleitherwaitinthevehiclethatisdroppingthemoffor
thestudentmaywaitinsidethedwelling.
Allvehiclesdroppingoff/pickingupstudentsshallparkinfrontoftheresidence,ina legal
manner,andnotimpedethepublicright-of-way.
All musicinstructionshallbe conductedentirelywithinthe dwelling. Requiredgarage
parkingareashall not be usedin connectionwith such use exceptto parkbusiness
vehicles.
INFORMATIONONSPECIFICCODEREQUIREMENTS:
Nooneotherthana residentof thedwellingshallbeemployedon-siteor reportto workat
thesite inthe conductof a homeoccupation.Thisprohibitionalsoappliesto independent
contractors.(HBZSOSect.230.12.C.2)
Thereshallbenodisplayof merchandise,projects,operations,signsor nameplatesof any
kindvisiblefromoutsidethedwelling.Theappearanceofthedwellingshallnotbealtered,
orshallthebusinessbeconductedin a mannerto indicatethatthedwellingor itspremises
is usedfor a non-residentialpurpose,whetherby colors,materials,construction,lighting,
windows,signs,sounds(excludingmusicutilizedin associationwith musicinstruction)or
anyothermeanswhatsoever.(HBZSOSect.230.12.C.3)
Thehomeoccupationshallnotsubstantiallyincreasepedestrianor vehicletrafficbeyonda
levelwhichalreadyexistswithintheneighborhood.(HBZSOSect.230.12.C.4)
Nocommercialvehicleorequipmentusedinconjunctionwiththehomeoccupationshallbe
parkedovernightonanadjacentstreetorinanyyardvisiblefromthestreet.(HBZSOSect
230.12.C.5)
The homeoccupationshallnot includean officeor salesroomopento visitors,andthere
shallbenoadvertisingoftheaddressofthehomeoccupation.(HBZSOSect.230.12.C.7)

Any authorizedCityemployeemay inspectthe premisesof a homeoccupationupon48
hoursnoticeto ascertaincompliancewith theseconditionsand any requirementsof this
code. The permitfor a homeoccupationthat is not operatedin compliancewith these
provisionsshallbe revokedby the Directorafter30 dayswrittennoticeunlessthe home
occupationisalteredtocomply.(HBZSOSect 230.12.C.9)
AdministrativePermitNo. 14-017shall not becomeeffectiveuntil the ten-calendarday
appealperiodhaselapsed.(HBZSOSect.241.14)
AdministrativePermitNo. 14-017shallbecomenullandvoid unlessexercisedwithinone
year of the date of final approvalor suchextensionof time as may be grantedby the
Directorpursuantto awrittenrequestsubmittedto thePlanningandBuildingDepartmenta
minimum30dayspriortotheexpirationdate.(HBZSOSect.241.16.A)
The Planningand BuildingDepartmentreservesthe rightto revokeAdministrativePermit
No.14-157,pursuantto apublichearingforrevocation,ifanyviolationoftheseconditionsor
the HuntingtonBeach Zoning and SubdivisionOrdinanceor MunicipalCode occurs.

ThedevelopmentshallcomplywithallapplicableprovisionsoftheMunicipalCode,Planning
and BuildingDepartment,and Fire Departmentas well as applicablelocal, State and
FederalFireCodes,Ordinances,andstandards,exceptas notedherein,includingChapter
