Location:18141Beach Boulevard (Beach and Talbert) Dear Ms. Vanderpool: NOTICE IS HEREBY GIVEN that the Planning and Building Department has reviewed your entitlement application received and dated November 22, 2017, and has determined the application to be incomplete. The following information and/or corrections are requested in order for the Planning and Building Department to deem your application complete and continue the review process of your application: MINIMUM APPLICATION RE UIREMENTS: The following items are necessary to deem your application complete: Theproject will require at minimum a Coastal Development Permit and a Conditional Use Permit, depending on whether the suggested modifications are made, additional entitlements may be required. Additionally, the Coastal Development Permit will require further review and approval by the Coastal Commission. Theproject asproposed does not meet a number of basic code requirementsfor parking, access/circulation, line-of-site visibility, or the maximum allowed ratiofor the residential use(proposed exceeds the maximum of 50%). WithinSunset Beach, Pacific Coast Highway is considered a Scenic Highway. To ensure that those scenic characteristics are enhanced, please update your project to include landscaping along the Pacific Coast Highwayfrontage. CODE RE UIREMENTS: A review of the site plans, floor plans, and elevations received and dated November 22, 2017, indicate that the following items do not comply with minimum zoning code requirements: General: Our records indicate that this structure may have been constructed in 1912.In order toproceed a historic resources analysis will need to be submitted with theformal Conditional UsePermit and Coastal Development Permit submittal. Thenumber ofparking spacesprovided will significantly limitfuture potential uses. Staff recommends that theproposed project consider resdesigning theproject to permit additionalparking spaces at the retail rate in order to allowfor more varied uses in thefuture. SitePlan: Label building distance to theproperty line. All storage in cartons, containers, or trash bins shall be enclosed and shieldedfrom view within a building or by afence/wall not less than sixfeet in height. If unroofed, trash bins shall have lids (SunsetBeach Specific Plan 3.3.2.G6) The proposed trash enclosure and a portion of the residential garage is located within the minimum required 10'x10' line-of-site triangle. Please relocate the trash enclosure outside of this area. Visibility of a driveway crossing a street or alley property line or of intersecting driveways shall not be blocked between a height of 42 inches and seven feet within a triangular area formed by measuring 10feet from intersecting driveways or street/alley and driveway except in situations where the garage is constructed with less than a 10-foot setbackfrom the alley right-of-way. In those situations the measurement of the visibility triangle shall start at each corner or side of the garage door, measured perpendicular to the rear property line, then measured 10feet away from the edge of the garage door and parallel to the rear property line (typically the alley right-of-way). The maximum height of any structures or landscaping within this triangular zone shall be 42 inches high (see Diagram D).
