General Plan and Zonin Desi nation: 1. The subject property has a General Plan designation of RH (Residential High Density). 2. The development of a new single—family residential home within the Sunset Beach Specific Plan requires a Coastal Development Pennit (CDP) issued from the Cavlifornia Coastal Commission. Building sites abutting the Sunset Beach ‘Wa- tentvays District, Bay View Drive, or Park Avenue shall have the additional requirement that the finished floor elevation also be set at a minimum two feet above the bulkhead el- evation (Sunset Beach Specific Plan 3.3.1.F2) The subject property is located within AE Flood Zone. Per Section 222.14.B.1a, new residential construction and substantial improvement of any residential structure shall have the lowest floor including basement elevated one foot above the base flood elevation. Demonstrate this on the plans (Huntington Beach Zoning _& Subdivision Ordinance Section 222.14.B.1a). All habitable rooms in a dwelling unit must be accessible from within the dwelling. Modify the proposed storage room to -be accessible from within the dwelling unit. ‘ Pianning Division will -stamp the plans “Approved in Concept,” and you may then submit the plans to the California Coastal Commission for review and approval. Pacific Avenue: The board comments, to be forwarded to the Huntington Beach Building Department are: 1) 2) 3) 4) 5) Overall, the Plans appear to be incomplete, without proper detail. Detail regarding trash can storage is not called out. Page 39 —5 Detail regarding the AC equipment is not called out. Page 39 - 7 On sheet A-1, no gate is shown on the side as required. No plan regarding demolition of the existing structure is provided, which should set forth the plan for hazardous waste disposal, such as lead paint management and asbestos removal, as well as construction waste management, including bin location. Second order of business was to review the plans for 17026 7"‘ Street: The board comments, to be forwarded to the Huntington Beach Building Department are: 1) 2) 3) Overall, the Plans appear to be incomplete, without proper detail. It is unclear if the required elevator equipment/mechanical room and rooftop AC unit will bring the building height above 35 feet. Page 39 - 7 On sheet A-1, there appear to be stairs and a landing within the 3 foot setback. Height of landing is not called out. Page 37 - 3(b) 4) The "elev” notation in the garage is unclear. 5) No plan regarding demolition of the existing structure is provided, which should set forth the plan for hazardous waste disposal, such as lead paint management and asbestos removal, as well as construction waste management, including bin location. Page 39 — 7 The measured height of the structure must be measured from the centerline of the street. Page 36 -1 The finish floor should be two feet higher than the street or bulkhead, whichever is taller. The bottom elevation on the plans appears to be measured from the bulkhead. The bottom elevation should be measured from the center line of the street.
