The event will occur on Saturday, March 25, 2017 from 9:00 AM to 8:00 PM. The event will have the expected attendance of 500 to 2000 people. In addition to the competition, the event will include a DJ and Emcee. The Vans Skate Park was approved by the Planning Commission on November 27, 2012 with the allowance of 15 special event days throughout the year. This event would be one of the 15 specia! event days. As part of the environmental review for the project, an Environmental Impact Report (EIR) was prepared and approved by the Planning Commission on March 27, 2012. The EIR determined that the special event-related noise impacts would be significant and unavoidable at the nearest multi-family residential uses for all 15 event days. Because of the potential noise impacts resulting from the anticipated number of people in attendance during the event, the applicant is obtaining a permit to deviate from the noise standards in Huntington Beach Municipal Code Section 8.40.050 (Exterior Noise Standards). Additional information re ardin the event is available for review during business hours at the Community Development Department or you may contact the Planning Division at (714) 536-5271. Please submit all comments regarding the event and temporary noise permit to the Planning Division. The approval was based on the Findings and Conditions of Approval in Attachment No. 1. A person desiring to appeal the Community Development Departmenfs decision shall file a written notice of appeal to the Department of Community Development within five (5) calendar days of the date of action. The notice of appeal shall include the name and address of the person appealing the action, the decision being appealed, and the grounds for the appeal. Said appeal must be accompanied by a filing fee of Two Thousand Three Hundred Sixty Four Dollars ($2,364). The appeal shall be heard by the hearing officer in accordance with the procedures outlined in the Huntington Beach Municipal Code. Temporary Noise Permit No. 17-001 to deviate from the exterior noise standards in Huntington Beach Municipal Code Section 8.40.050 for a Vans BMX Invitational event is necessary because the event will occur at an outdoor skate park where methods for noise containment are limited. 2. The Vans BMX Invitational event will features 20 top athletes from all over the world and will promote the recreational amenities the City has to offer. The noise during the event will be temporary and occur primarily during daytime hours (9:00 AM to 8:00 PM). 3. The applicant has taken the following actions to minimize the noise impacts: a. A designated acoustic manager will be onsite to monitor the public announcements and amplified sounds system noise levels. The acoustic manager will have adjustable volume controls to ensure noise levels are suitable. b. Temporary speakers will be directed away from residences and businesses. c. Event amplified music will be limited to the hours of 9:00 AM to 8:00 PM. CONDITIONS OF APPROVAL — TEMPORARY NOISE PERMIT NO. 17-001: 1. The site plan received and dated January 19, 2017 shall be the conceptually approved layout to depict locations of bleacher seating, courses, and DJ/announcer. 2. The applicant shall take the following actions to minimize the noise impacts: a.
