Sincewe last spoke, our projectteam has been working to develop aconcept forthe
redevelopment ofthe existing undersized and outmoded MedicalOfficeBuildingat 18081
Beach Boulevard.Webelieve ourproposal meets the intent ofthe BeachEdingerCorridors
SpecificPlanandwill greatly enhance this section of BeachBoulevard.
Wehave devised two alternatives - the first (Alternative 1:FourStoryMedicalOffice
Building)is our preferred response to ourmember needs, as well as the site constraints and
the Beachand EdingerCorridorsSpecificPlandevelopment standards;the second
(Alternative 2:Three StoryMedicalOfficeBuildingplus addition), provides aless preferred
option that addresses potential phasing constraints.
Welook forwardto PlanningDepartmentwritten comments. Wewelcome all feedback
relating to the proposed, however atthis time,we have the below questions regardingthe
project:
Phasing
Asexplained inthe ProjectDescription,construction ofthe new facilityis
anticipated to be phased over an approximate 5 year period. Sincethe SpecificPlan
contains a MaximumAmountof Net New Development (MAND)and does not entitle
square footage until abuildingpermit is obtained,how is aphased project entitled
underthe SpecificPlan?ForKaiser,it is crucialthat we entitle the entire build-out
up front.Onpage 8,the Planstates, "Developmentandconstruction phasing of
selected projectcomponents maybe approved by the Directorand shall not require
a Request for Deviation orVarianceto the SpecificPlan."Does this mean that the
later phases ofa development couldbe entitled without first obtaining abuilding
permit?
Inorder to avoid disruption in care,it is necessary to maintainfulloperation ofthe
existing (andlater,the new) medical offices duringconstruction. Asnoted on the
submittal, duringa construction portion ofthe proposed phased development, the
use will have aparkingdeficitpursuantto the SpecificPlan.Would Kaiserbe
required to provide offsite parkingduringthat period of construction?
Kaiser'spreferred approach (Alternative 1) includes the development of a "shelled"
fourthstory. This floorwould not be used or finished untilthe completion ofthe

parkingstructure.Would Kaiserbe required to provide related on-site parkingand
open space while this shelled story is not occupied?Whattype of permit would be
required for shelled space?
Development Standards / UseTypes
IfKaiserultimately proposes areduced setback,what is the process andtimeline for
obtaining PlanningCommissionapproval of a ConditionalUse Permit?Wouldthe
entire projectbe considered discretionary inthat case?Arethere CEQA
implications?
Theexisting medical officebuildingincludes aretail pharmacy,andthe ground floor
ofthe new MedicalOfficeBuildingis proposed to include aretail pharmacy.Would
this constitute a change in MAND,parkingrequirements, or other development
standards?
Isawrapped parkingstructure considered a "building"per the SpecificPlan,and
would itbe subjectto the Adjacentto Housinglimitations as currently proposed? If
so, what is the height equivalent of fourstories?
CEQA
1.Itwas previously communicated that the projectpotentially couldtier-off the
existing SpecificPlanEIR,andit was suggested that we supply a memorandum
outlining the project'sconsistency with the previously adopted EIR.What
informationspecifically should be addressed in such memorandum (e.g.utility
infrastructurestudies, trafficimpactanalysis, etc.). Dueto Kaiser'sinternal
timelines, we would preferto obtain CEQAclearance priorto project approval,in
the case thatthe Cityrequires a more formalCEQAprocess.
Off-site Improvements
The PreliminaryTrafficAssessment shows no significantimpacts to eight key
intersections. Arethere anyoff-site improvements we should expect through the
permitting process, relatingto the SpecificPlanor other Cityrequirements?
Whatare the required sidewalk andplanter strip/parkway widths? Isany additional
dedication required?
