REQUEST:To review conceptual plans for "Approval in Concept" for the construction
of a three-story, 35ft. high, single family dwelling consisting of 5,316 sq. ft.
of living space, a 736 sq. ft. two-car garage, a 176 sq. ft. balcony on the
second and third floor, and a 1,045sq. ft. roof top deck.
LOCATION:16671 S. Pacific Ave., 90742 (located on the west side of Pacific Ave.,
between 17thSt. and 18thSt.)
Dear Mr. Sears:
The Planning Division has completed the "Approval in Concept" review of your conceptual development
plans submitted on January 31, 2018. The comments provided in this letter reflect Planning Division
review only. Comments from the Planning Division should be considered preliminary and subject to
change upon receipt of new information and/or submittal of a formal entitlement application. This review
does not include comments from the Building Division, PublicWorks Department, and Fire Department.
General Plan and Zonin Desi nation:
The subject property has a General Plan designation of RH-sp (Residential High Density —specific
plan overlay).
The zoning designation for the property is SP 17-CZ (Sunset Beach Specific Plan —Coastal Zone
Overlay).
Re uired Entitlements:
1. The development of a new single family dwelling within the Sunset Beach Specific Plan requires a
Coastal Development Permit (CDP) issued from the California Coastal Commission.

Code Re uirements:
Based on the preliminary review of conceptual plansfor conformance with the development standards in
the SB 17-CZzoning district, the following issues have been identified. Pleasenote that changes to your
plans and receipt of new information will be reviewed for zoning compliance during entitlement
processing and/or plan check. The following applicable code requirement is not in compliance with SP
17 and/or the Huntington Beach Zoning and Subdivision Ordinance (HBZSO) and requires revision: Per
Section 203.06 of the HBZSO,single family dwellings shall have only one kitchen. Currently, the plans
depict two kitchens on the first and second floor. A wetbar on the first floor may be proposed as long as
it meets the following definition:"Wetbar -A fixed installation within a dwelling unit providing cold and/or
hot water to a single sink without a garbage disposal at a location other than a kitchen or laundry. A
wetbar area shall not include a stove, range, or similar appliance usually found in a kitchen, and if such
wetbar is located in a room or a portion of a room with a stove, hot plate, range, oven or other type of
kitchenfacility, it shall be deemed a separate kitchen."
Please submit four sets of revised plans for review. If all Development Standards are met, the Planning
Divisionwill stamp the plans "Approved in Concept," and you may then submit the plans to the California
Coastal Commissionfor review and approval.
