Dear Mr. Nesmith:
We are pleased to enclose Corrected Special -Use Heliport Permit No. ORA-071(H) for the Civic
Center Heliport in Orange County. This Corrected Permit reflects an administrative correction of the
permit number from ORA-028(H), a heliport name and address change, a correction of the heliport
Final Approach and Takeoff Area (FATO) dimension, the addition of a variance for obstruction lighted
antennas that penetrate the Federal Aviation Regulation Part 77, Transitional Surface, and a correction
of the approved approach courses.
We have shown the physical status and the operating conditions for the heliport on the Permit. Prior to
making any physical change to the heliport, the heliport's owner must notify the Division of
Aeronautics, to ensure that the proposed change does not affect the status of the heliport's Permit.
Also enclosed is a display certificate that you may post near the heliport. If you have questions or we

SPECIAL -USE HELIPORT
Pursuant to California Public Utilities Code, section 21662, the California Department of
Transportation (Caltrans), Division of Aeronautics, hereby issues this Corrected Heliport
Permit No. ORA-071(H) for the:

This Corrected Permit reflects an administrative correction of the permit number from
ORA-028(H), a heliport name and address change, a correction of the heliport Final
Approach and Takeoff Area (FATO) dimension, the addition of a variance for
obstruction lighted antennas that penetrate the Federal Aviation Regulations, Part 77
Transitional Surface, and a correction of the approved approach courses. This Permit
supersedes the permit dated March 27, 1974, and is subject to the following conditions:
1. The heliport is to be maintained in accordance with California Code of Regulations,
Title 21, sections 3525 through 3560.
2. The designated approach/takeoff paths are as follows:
Approach Paths: Magnetic bearings of 168' and 348°
Takeoff Paths: Magnetic bearings of 1680 and 348°
3. The heliport is approved for day and night use.
4. A variance is granted for antennas east of the heliport that penetrate the Federal
Aviation Administration Part 77, 2:1 Transitional Surface. These antennas must be
lighted at night, either with red obstruction lights or lighted from below.

The physical status of this special -use facility, which was designed to accommodate
helicopters with an overall length of up to 40 feet and a maximum gross takeoff weight
of 6,000 pounds, is described below:
• Touchdown and Liftoff Area (TLOF): 33 feet x 33 feet.
• Final Approach and Takeoff Area (FATO): 60 feet x 60 feet.
• The heliport is designed for use by only one helicopter at a time.
• The heliport is lighted.
This Permit shall remain in effect so long as the heliport meets the conditions under
which the Permit was issued or until action is taken by Caltrans to suspend, revoke, or
correct the Permit pursuant to the California Public Utilities Code or the California Code
of Regulations.
The heliport's owner shall apply to Caltrans for a Corrected Heliport Permit prior to any
physical or operational changes at the heliport which affect the conditions or physical
status above or for a change in heliport ownership.
Failure to maintain the heliport in accordance with the conditions of this Permit is a
violation of Public Utilities Code, section 21666, and is punishable as a misdemeanor.
