JONES, being first duly sworn, deposes and says: That he is now and at all times herein mentioned, was the duly appointed, qualified, and acting City Clerk of the City of Huntington Beach, a municipal corporad.on, and ex-officio Clerk of the City Council of said City. That pursuant to Section 54797.1 of the Government Code, annex- ation proceedings were completed by the City Council of the 7th day of September, 1971, by final adoption of its Resolution No. 3359, said Resolution becoming effective on September 7, 1971. That by said proneedings snid City annexed the territory referred to in that certain certified copy of said Resolution No. 3359 and a map delineating said annexed area as set forth in Resolution No. 3359. That all reqvirements of the laws relating to such proceedings have been complied with. That on the 8th day of September, 1971, a cercified copy of Resolution No. 3359 and a rimp of territory described therein designated as "Signal Bolan No. 1", was transmitted to the Secretary of State and was received and filed by the Secretary of State on September 15, 1971. The City of Huntington Bench filed the annexation and they are considered the proponent. The Justification of Proposal states the reason for annexation is by request of the property owners to facilitate developnent of tl y.dr property. A letter of consent from the property owners has been submitted and the proponent is reouesting the agne.xation to be approved pursuant to Section 547j7.1 of the Government Code which author izes the Commission to approve the annexation to permit the legislative body of the annexing city to complete the annexation without notice and bearing. The territor7 in this proposal is a part of an approzimato 2200 acre unincorporated island surrounded by the city bounaaries of Euntington Beach, in the west Huntington BLach area. The proposed future 0.)ast Freeway will lie within the seath.westerly boundary of the subject territory. This proposal is a logical extension of city boundaries aud is a step toward eventual inclusion of all unincorporated terri- tory in this area into the annexing city. There is also the Huntington Beach Slater channel reilning from east to west into the C e 05 channel. 5.Thin area will be served by the following north-south arttriel highways; Boisa Chica Street, Graham Street, Springdale Street, and FAwards Street; and by the following east-west arterial highways; Slater Arenue, Talbert Avenue, and Ellis Avenue; and ultimately by the Coastal Freeway. All of the above nervicts will be incorpoxated into the levelopment of this area. 3.Huntington Beach together with the developer and public utility companies will provide ail eervices necessary for the new area. 4.The only alternate would be for the area to remain County or to form a new City, both of which would be prohibitive in costs of services,. G) Revenue required will initally be the fees charged by the City for future maintenance, and consist of sewer, water, and drainnge fees. The developer will withstand the cost of all utility development within the annexed area except for oversize facilitiee requested by the City. Upon completion the normal City-County tax base will generate the revenue needed to mainain the services. ii) 1.
