2015, HBPD
identified 200-22(
homeless.
o Current HBPD
estimation is 250

2017. HBPD identified areas for the
count. This will bean
extrapolation - not a specific
count of HB homeless.

o In 2014 an ancillary team
of officers were formulated
to address the homeless
issues and attempt to
provide services
o They discovered many
were interested in food,
clothing, but not shelter or
rehabilitation
o HBPD/City started the
relationship with several
non-profit organizations to
assist homeless

o Established a relationship with Coast
to Coast to raise funds and perform
outreach
o Networked with public works to assist
with problem areas/cleanup
o September 2015, assigned Officer
Ricci full-time to address the issues

A Day in the Life
o Officers are present 3 - 4 days per week and
are entirely dedicated to enforcement and
assistance. Shift starts at 4:00 a.m. to
address park/beach issues
o If a person asks for help, officers determine
which program is most appropriate and
seeks a solution. This means asking for
"scholarship" beds at recovery facilities,
making phone calls to nonprofits and general
troubleshooting (ID, SS card, etc)

permanent supportive units,
transitional beds and
affordable apartments)
o Catherine Lukehart and
Ashley Beckman do follow-up
if no solution is readily
available. They also seek
resources and follow-up with
those who are seeking
housing. Once housed, they
follow their progress.

Dear Gentlepersons,
With a great deal of help from a county agency and the tenacity of Ashley Beckman, Officer Ricci and Officer Schloss, we
were able to assist a homeless man in getting the first apartment he has had in ten years — yes, ten. He is set to
move in this Friday. Having a place to finally call home, this man is starting his housing journey with only the
clothes on his back. We call it a "journey" because getting into an apartment is just the first step. Keeping
someone who has had such serious obstacles in an apartment and functioning properly poses challenges and our
Homeless Task Force intends to help where we can.
Four blank walls and no furniture is very uninviting. Hence, we are asking for your help in furnishing his small
studio. You know the drill: If anyone can offer help, you must be able to transport your donation to his new
apartment on a designated date and time unless you make other arrangements. Once we have a suitable amount
of donations, I will send an email closing this request. We welcome new and used items.
Bed; Love seat/small couch; TV; TV stand; Small table/chairs; Dresser; Rug; Wall; decor; Vacuum; Dishes; Silverware;
Glasses; Cleaning products; Towels
Our proposed recipient would be more than grateful if you helped make his new apartment actually feel like a
home. Once we have the appropriate donations, Ashley Beckman (Ashley. Beckman(cbSurfCity-HB.org) will be the
point person on the date and time of delivery. If anyone who intends to donate would copy her on your email, I
would really appreciate it. Thank you inadvance for your willingness to take care of the less fortunately in our
community.
