I understand the wind screen was designed and PE stamped by a structural engineer and then permitted and built nine years ago. The 2001 engineering drawings called for a 42.0 "total height (including top - bottom 2/4 rails) See sketch below. Before the wind screen was built the owner received approval and onsite review by the inspector for a 48.0" total height wind screen, the change from 42.0 inches to 48.0 inches was based on the clear view of the plexi-glass noted within a separate alley/sidewalk failure analysis. The 48.0" height was built and has remained in place without structural or weather damage for over 9 years. We understand the city wants the owner to change back to 42.0" height and the owner has agreed to accept this decision. The city has requested the owner to also review the screen design at the reduced height of 42.0" using 2001 structural values. Reducing the wall height by 6" to 42' reduces the lateral loads and moment as well as dead loads on the screen support system and anchors by 15%. 1 r t The support system consists of 4 X 4 posts with 2" X 4" top and bottom rails each slotted 0.5Q0" deep for insertion of 0.250" Plexiglas. Each Simpson/post support is held in place with one each stainless: 7/16 stai:iltss 11661 tHreaJ64 rld and one s/s 5/16" threaded rod. The 7/16" threaded rod is in the concrete 4.b%4egp,gPd • . • epoxy/anchored in place in the middle of the Simpson flange. The second 5/16 bolt is epoxy 3.50" deep into the concrete on the outside of the flat portion of the flange. Note the photos on the following page. 4 x 4 Post Mounting Railing Fastening Gusset Plate with Anchor Bolts 2 Simpson 4 x 4 bracket Top Rail Gusset Plate Attachment with #10 Wood Screws The modification to the wind screen to lower 6" was accomplished by sliding the top and bottom rails and plexi-glass down using the slots from 48.0" to 42.0". The plexi-glass slides down the slots and repositions the top and bottom 2" X 4" rails, so there were no structural changes to the original PE stamped design while the loads were reduced by 15%. In addition, the owner installed the additional 5116' bolt in the wall just to add additional strength to the 4X4 bracket/plate. SUMMARY RECOMMENDATION• It is my considered opinion that the structural design and anchor system for the wind screen is in full compliance with the original PE stamped and permitted project. The wind screen loads were reduced by 15% based on the reduction in wind screen height and dead loads. Additional safety was provided by lowering the screen to 42", adding the 5/16 threaded rod to the anchor plate and the stainless steel gusset plates for the top and bottom rails. k The 48" high wind screen has existed in place for 9 years with no damage or deterioratigq and the 42" wind screen should continue that operating performance.
