NOTICE: 1, Occupancy of any building is prohibited and a business license will not be issued until the building has been
inspected and a certificate of occupancy is issued.
2. No electrical service will be released for any existing building until the service has been inspected and
certified safe. All applicants for occupancy in an existing building are required to schedule an electrical
'fuse up' inspection in the Departmeni of Community Development at the time this application is filed.
3. Change of occupancy or use inspection fee. Whenever it is necessary to make inspection of a building or
premlees in order to determine if a change may be made in the character of occupancy or use of the building
or premises which would place the building in a different division ( f the same group of occupancy or in a
different group of occupancy, a change of occupancy inspection fee of $ . - - _- - shall

Huntington 4. Huntington Beach Fire Code Section 10.208 requires that building numbers must be a minimum of four (4)
inches in height will) one half (1/2) inch stroke, and of a contrasting color from the background. These
numbers must be posted on y ,ur building in a location that is visible from the street.
5. Huntington Beach Fire Code Section 10.301 requires fire extinguisher selection and distribution per the
National Fire Protection Association pamphlet 10 (see reverse side).

Government Code Section 65850.2(b) requires that the City of Huntington Beach not issue the final
certificate of occupancy unless the applicant has met or is meeting the requirements of the South
Coast Air Quality Management District (AQMD). The Department of Community Development must
obtain a written release from AQMD to show the applicant has complied with this law, The check
list on the reverse side is designed to help the applicant and the building division to meet these
requirements.
1. The applicant (the same person who applies; for permits from the
Department of Community Der, -ment) must complete the check list
which can be obtained either fro. ie Department of Community
Development or at AQMD,
2. If all boxes in ine list are checked "no", the Building Division can accept the
check list as the release,
3. if there are any "yes" answers in the list, the applicant must contact an
AQMD engineer by calling ('14) 396-2000 to find out whether air permits are
required for th3 proposed construction project.
-1. if air permits are not required, the applicant will obtain a written release from
AQMD.
5. If air permits are required, the applicant must submit the necessary permit
applications before the release can be issued.
Because of the time it may take for AQMD to go through the above procedures, the applicant is
advised to contact AQMD immediately after applying for building permits,

Request: To permit the establishment of Thrifty Driving School pursuant to Section
9220,1(c)P of the Huntington Beach Ordinance Code.
Location: 15041 Edwards Street
Dear Applicant;
Your application was acted upon by the Zoning Administrator of the City of Huntington Beach
on February 23, 1594 and your request was ConditionallApproved, Included in this letter are
the Conditions of Approval for this application,
Under the provisions of the Huntington Beach Ordinance Code, the action taken by the Zoning
Administrator is final unless an appeal is filed to the Planting Commission by you or by an
interested party. Said appeal must be in writing and must set forth in detail the action and
grounds by which the applicant or interested party deems himself aggrieved. Said appeal must
be accompanied by it filing fee of Two Hundred Dollars ($200,00) if the appeal is filed by a
single family dwelling property owner appealing the decision on his own property and Six
Hundred Fifty Dollars ($650,00) if the appeal is filed by any other party, The appeal shall be
submitted to the Secretary of the Planning Commission within ten (10) calendar clays of the date
of the Zoning Administrator's action.
The last day for filing an appeal and paying the filing fee for the above noted application is
March 7, 1994,
Provisions of the Huntington Beach Ordinance Code are such that any application becom^s null
and void one (1) year after the final approval, unless actual constriction has begun,

1. The establishment, maintenance and operation of the driving school use will not be
detrimental to;
a, The general welfare of persons residing or working in the vicinity. Classes will
be held „n Saturdays from 9:00 a,m, to 4:00 p,m, for students who do not yet
drive. The operation involves classroom instruction only; no on -site driving
instruction is included in the request. Therefore, use of the commercial building
will not be detrimental to people residing or working in the area.
b, Property and improvements in the vicinity of such use or building. Tile majority
of students will be dropped off and picked up at the site because they do not yet
have their driving licenses. Therefore, impacts to on -site parking at the shopping
center h anticipated to be negligible.
2. The granting of Use Permit No. 94.1 will not adversely affect the General Plan of the
City of Huntington Beach, The personal enri 1hrnem d,, iving school is consistent with the
goals and objectives of the General Commercial Lund Use designation of the General
Plan.
SPECIAL CONDITIONS OF AP1-CiO.yAL
1, The site plan and floor plans received and dated February 4, 1994 shall be the
conceptually approved layout,
2. Classroom instruction area shall be limited to a maximum of 100 square feet in area, Any
additional classroom area will require additional parking to be provided,
3. The Zoning Administrator shall be notified in writing if any changes in floor area or
parking are proposed as a result of the plan check process, Building permits shall not be
issued until the Zoning Administrator has reviewed and approved the proposed changes.
The Zoning Administrator reserves the right to require that an amendment to the ctiginal
entitlement be processed if the proposed changes arc of a substantial nature,
4. Conditions of approval shall be printed verbatim on the cover sheet of all working
drawing sets submitted for plancheck,

1. The development shall comply with a,: applicable provisions of the Ordinance Code,
Building Division, and lire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances,
and standards,
3. Thc: Zoning Administrator reserves the right to revoke Use Permit 94-1 if any violation of
these conditions or the Huntington Beach Ordinance Code occurs.
The Department of Community Development will perform a comprehensive plan check relating
to all ordinapee Code requirements upon submittal of your completed structural drawings,

for entitlement of the use applied for in relation to the vicinity in which it is proposed, Thr
conceptual plan should not be construed as a precise plan reflecting conformance to all
Ordinance Code requirements,
