I I A- s City Hall ,Huntington Beach,Cal . ,Aug 7,1922 Regular Regular meeting of the Board of Trustees was called to order at 8 P.M. Roll Call All trustees were present , Minutes Read Monthly reports of the City Recorder,Clerk, Gas Depart= ment,and Building Inspector were read and acceptwd on 1110t-")n n ; motion by O'Barr and seconded by Macklin. Clerk to Adv. The Clerk was instructed to advertise for bids for hauling for bids for and collecting the City's garbage for a period of three hauling garbage years.Bids to be submitted not later than 7.45 P.M.Aug. 28th,1922 V.U.Brown was authorized to continue to handle the garbage at the present rate until the contract is let . I I+ � Band for Mr.Schwartz informed the board that the Labor organizations Babor Day of Orange County intend to hold a celebration in Hun t ington Beach on Labor Day andnrequested the City to j ! furnish a band for th e occasion.A motion by Macklin seconded by Onson that 0100;,00 be allowed for the purpose was carried. 5th Street Inquiry of Trustee Macklin as to the status of the Proceed- Proceedings ings for widening Fifth Street ,brought forth the inform ation that Chief of Police -Tinsley had juAt delivvLed the papers to Attorney Blodget who will report on same at next meeting. - Unsanitary Trustee Macklin brought up the subject of sanitary conditions condition of Tent at the Tent City and President Drew stated that the City matter had been up some time ago and in view of the housing situation it was necessary to make some allowance foer existing conditons. Executive Session On motion by O'Barr and seconded by Onson the Board went into Executive Session. Board 'was called to order and Ordinance #246 was given First reading first reading which provided for fixing the salary Ordinsance #246 of the City Ittotney at �'125.00 per month. with provision for additional compensation for special service. Salary of Health On motion of O 'Barr and seconded by Onson the City Attorney ; Officer & Pound was instructed to draw a resolution making the salary Master of Health Officer �20.DO per month and Poundmasterl15.00 per month. Vote on above motion was: Ayes: Onson,Macklin,O 'Barr,Andrews,Drew. Noesl None Absent None W.R.Wright employed A motion by Andrews and seconded by O 'Barr to employ to set up complete --k.R.Wright to set up a complete accounting system for i accounting system the Gas Department was carried.Compensation for this special work to ,be at the rate of ten dollars per day. ! W.R.Wright appointed Temporary Supt.of It was moved by O 'Barr and seconded by Andrews that Gas Dept. W.R.Wright be appointed Temporary Supt .of Gas Dept . , without salary to serve until Gas accounting system is completed. Carried Life Line Mr.E.J.Gates ofthe Huntington Beach Company porposed to Ordered pa one half of the cost of installing a life line pa surf if the City wpuld do the 'same.Moved by Macklin and seconded by Onson that a line be installed i y at an entire cost not to exceed 0200.0O.Carried L-- 2 August 7,1922 First Reading Ord.#247 Ordinance No .247 governing landing of aeroplanes within City limits was given first reading. First Reading Ord. #248 Ordinance No.248 prohibiting operation of motor driven vehicles upon the beach,was given first reading. Olmsted & Mr.Olmsted and IvIr.Stone of the Engineering firm of Gillellen Olmsted and Gilellen addressed the Board with reference employed to the engagement of their firm to make a preliminary report on the proposal to acquire or=construct a Municipal water system,and act in the capacity of Consulting Engineers ,during the acquisition,construction, and completion of such a system. They proposed to rpake a prliminary report for %750.00 to make a. coplete 3mf appraisal of the plant offered for sale to the City.for a fee of ;;3000.00 andiTi � �i�e• ' t of tjXh cost of all k new work,the fee for t e pr iminary report to be considered as a part of the percentage fee provided the bond issue is voted and work carried to completion. Pres Drew to It was moved by Macklin and seconded by Onson that the sign Contract Preident of the Board be authorized to enter into and agreement with .Olmsted and Gilellen to render the service to the City described in the previous paragraph with the exception that the fee for the preliminary report shall be $700.00 and agreement shall be approved by the City Attorney.Carried Resolution of On motion of O'Barr and seconded by. Onson the City Attorney Intention for was instruvted to prepare a Resolution of Intention to Water System call a Bond Election to provide funds for the acquisition, construction,and completion of a Municipal water system. Carried.
