CITY HALL , February 19th, 1923.
REGULAR: Pursuant to adjournment February 5th, the regular
meeting was called to order by President Drew at 7:30 p. m.
ROLL WILL: Trustees present - Onson, Andrews , Drew, Obarr, Macklin

FROM CITY City Clerk- of the City of Los Angeles , transmitting copies of re-
CLLRK OF LOS solutions passed by the City Council of Los Angeles, endorsing the
ANGELES: movement of the Los Angeles Crime Commission,
which is organized for the purpose of combating crime , and also a
resolution urging that the State Legislature reapportion the re-
presentation according to population as shown in the last census.
After the reading of the above resolution a motion was offered by
Trustee Obarr , seconded by Trustee Onson, endorsing the sentiment
expressed in these resolutions.

of Gas Department , was read , recommending increase in salary of
SALARY OF L. E. Hill , Storekeeper for Gas Department, of $10.00 per month, „

Mr. J. L. Adams of the Pacific Long-Distance Telephone
Company appeared before the Board and requested that the complaint

MISSION: city at this time . On motion by Trustee Obarr, seconded by Trustee
Andrews , the City ttorney was instructed to withdraw the complaint
against the Long Distance Cokpanies now before the Railroad Com-
mission.
Attorney James Hansen appeared in behalf of the owner

REQUEST DENIED of the `Vent Hotel located at the corner of Lake and Acacia Streets,
TO 1.r1OVE TENT stating that a portion of the ground now occupied had been sold to
HOTEL . the Huntington Beach Telephone Company, and that his client desired
permission to move the tents over upon an adjoining lot. Building
Inspector Gates stated he had refused this permission on the grounds
it was the policy of the Board to discourage the erection of tents
in the city limits for 'living quarters, and that he believed Chief .
of Police Tinsley would wish to be heard upon this subject. Chief
Tinsley was called in and stated that he had had considerable
trouble in connection with these tents , and that in his judgment
they should not be permitted to move. Manager Snowden of the
Huntington Beach Telephone Company being present stated that in
view of the fact they were building a telephone exchange upon this
property adjoining and that if these tents were permitted to stay,
he would file a formal protest on completion of the building on
the grounds of being a nuisance and detrimental to the business

of the telephone company.1n view of these facts , motion was offered
by Trustee Obarr, seconded by Trustee Onson, denying request for
permission to move these tents.
BEQUEST TO Captains Candee and Seymour appeared before the Board
INVITE in behalf of the Southern California Veterans Association and
S09JTEERN stated that if the Board of Trustees would give the Association
CALIFORNIA the free use of the new Auditorium and guarantee $500.00 to aid in

Obarf, seconded by Trustee Macklin, the Clerk was ordered to honor
demand in the amount of 0500.00 signed by the Southern California
Veterans Associationo
Mr. Turnbon appeared for the C. T. H. Company of Long

of these metal containers stating that they would furnish a man

motion by Trustee Onson, seconded by Trustee Macklin, request was
taken under advisement.
The written request for permit to install a Ski -Ball
REQUEST TO Parlor at #205 Fain Street, which was referred to Chief of Police
INSTALL SKI- Tinsley for investigation, was reported favorably by him, and on

tion was granted-,
Representatives of the Chamber of Commerce were present
and- Jack 1-Whitney addressed the Board,, ,outlining some of the plans I
for the coming year and stated that other members of the various
Committees were present and might have something to say. In this--
connection Sam Bowen and Ed Manning also addressed the Boards How-
ever, no definite- proposals were made as to the financial needs of �1
the Chamber for the coming year, it being their intention to sub- 1
mit a budget at an early date for the approval of the Board. „+

A map of tract 411 being located near Wintersburg was
NONAPPROVAL presented and on motion by Trustee I'dacklin, seconded by Trustee

was reconsidered and an a motion that the map of tract 411 be not \ i
approved, was offered by Trustee Obarr, seconded by Trustee Mackli4,
and carried.

OF CITY OF ing present, President Drew asked them to state their views with
H. B. : regard to the plan of Major Harter and after Jack Whitney had ex-
pressed the view of the Advertising Committee of the Chamber of
Commerce , and Major Harter had been given opportunity to state his
side of the controversy, President Drew requested that they ha#e a
Conference and endeavor to arrange a plan that would be harmonious
for all concerned , and until that time no appropriation would be
made for advertising matter by the Trustees.
FIRST READING Ordinance #258 was given first reading, repealing
ORD. #258: Ordinance #165, and establishing the grades of portion of 17th
Street, portion of Main Street, and portion of Ocean Avenue.
On motion regularly put and carried, the following
PERMITS TO permits to cut curbs were granted:

in the City Ball in the amount of $693.00 was allowed.
