- ' CITY HALL, February 28th, 1923. ,
REGULAR: Pursuant to adjournment February 19th, regular meeting
was called to order by President Drew at 7:30 p. m.
ROLL CALL: Trustees present: Onson, Macklin, Obarr, Andrews, Drew

RE:LA.NDSCAPING Mr. A. R. Wahl larids;ca i architect for the Standard

Oil Company, being present and having other engagement , the regular
GROUNDS: order of the business was dispensed with and Mr. Wahl was invited
to address the Board with reference to the landscaping - of the
City Hall grounds. He outlined briefly his ideas of the best
method to follow and offered to confer with the Board at a later
date when they were ready to proceed with the work.
BE:ELECTRICAL Representatives of the Solar Lighting Company and the
FIXTURES FOR Angelus Lighting Company were present with proposals for furnish-
NEW CI`.CY ing the electric fixturesfor the new City Hall and Public Hall.
BLDGS: Mr. Balfour addressed the Board in behalf of the Solar Lighting
Company, also Mr. Shardlow. '
Mr. E. A. Suter was given opportunity to present a
petition with reference to proposed construction of a corrugated
a iron warehouse on 16th Street in the residential district. Action
on the same was temporarily deferred.
Mr. Horefall of the Angelus Lighting Company was then
heard. The matter of sleeting the fixtures was then taken under
advisement. !
RE:BILL BW.,RD L. C. Grant representing Foster & Kleiser, who now have
OF FOSTER & bill boards on Main and Acacia Streets, appeared, requesting per-
KLEISER: mission to transfer the board now located on Acacia Street to lots
20 and 22, block 910, which is located On the easterly side of
Main Street near the junction of llth and Main Streets. The f
Board of Trustees was assured that the board would be placed 25'
back from the front of the lot. President Drew called Trustee
Onson to the chair and offered a motion which was seconded by
Trustee Obarr, granting permission for the erection of this board.
Trustee Macklin was strongly opposed to the granting of this per- � 1
mit, however, the ayes prevailed.
President Drew resumed the chair. ,
Mr. Harter addressed the Board with further reference to

HUNTINGTON by Trustee Obarr: That $500.00 be paid to Chas. H. Harter upon de-

to the amount of $700.00. Carried.
BEQUEST TO City Engineer Gates presented request of R. S. Moore t
CUT CURB : to cut curb of lot 27, block 514. On motion by Trustee Macklin,
seconded by Trustee Obarr, permission was granted.
The petition presented by E. A. Suter in behalf of

On motion by Trustee Obart , seconded by Trustee Macklin, the ap-
pointments were confirmed.
RE:SPECIAL This being the time for canvassing the vote of the
ELECTION Special Election held February 27th, on a proposition to issue bonds
ON BONDS to the amount of $300,000.00 for the improvement of Ocean Avenue and
FOR IMPROVE-other connected thoroughfares being 17th Street and Delaware Avenue ,
IVENT OF the canvassof the votes show that in Special Election Precinct #1
OCEAN AVE. there were 290 voters voting, 288 legal ballots cast of which 215
were cast in-'favor of the proposition submitted, and 73 against the
proposition submitted. In. Special Election Precinct #2 there were
356 voters voting, 353 legal votes cast, of which 263 were cast in
favor of the proposition submitted and 90 votes cast against the
proposition submitted. Resolution #389 was read declaring the
result of this election, a copy of which is included and made part
of these minutes. On motion by Trustee Obarr, seconded by Trustee
Andrews, the above resolution was passed by the vote as shown on
the copy of the resolution #389. ,
ORD. #259: Ordinance #259 providing for the issuing of bonds in the
FIRST amount of, $300,000.00 authorized' by Special Election held February
READING: 27th,, was given first reading.
ORD.#258 �' Ordinance #258 establishing grades on Ocean Avenue and
FINAL other streets, was given second reading, passed and adopted on motion
READING: by Trustee Onson, seconded by Trustee Macklin, by the following vote:
Ayes: Trustees Onson, Macklin, Obarr, Andrews, Drew
Noes: None
Absent: Mone
The City Clerkw'as instructed to telephone representative
bond.. R houses in Los Angeles for information as to the prevailing �
rate Of interest on bonds of the class which will be offered for
sale .
RE:SUIT City Attorney Blodget reported to the Board that he had

Trustee Macklin brought up the subject of automobiles
RE: being parked at various places in the city during the night without

AUTOMOBILES especially in foggy weather, and recommendation was made to Chief
AT NIGHTS of Police Tinsley that he take some steps to remedy this situation.
