HomeMy WebLinkAbout1926-06-07 MIrNUTES CITY HALL, June 7-1926 The regulat meeting was called to order in the Council Chamber by President Boster. Trustees present,`aharton,Taiitchall, Harris, Boster Trustees absent, Ridenour. The Clerk read the minutes for the month of flay, and on motion by Trustee ',Eharton, seconded by Trustee Harris same were approved as read. The regular montly reports of City Treasurer, City' Clerk and City Recorder were read and on motion by Trustee 'tlharton, seconded by Trustee Harris same were accepted and ordered placed on rile. The application of the- Brea Electric Company to erect an Electric sign at 328, 18th Street was referred to the City Engineer with authority to issue permit in accordance with City Ordinances on motion by Trustee Harris, seconded by Trustee Mitchell. The blerk read .a letter from D 0 Stewart asking for Ave. electric lights on Delaware. The Board was informed by Supt of Streets Yost that the material had been ordered and that the lights would be installed as soon as received. On motion by 'Trustee '11harton, seconded by Trustee Harris the application for renewal of pool hall livense by i:1 I Rudd, 212 main Street wa s granted. The written request of the Li�rarian,I..,rs ertha Reynolds for tables on the Beach at the foot of 8th was granted on " motion by Trustee ":,Barton secohded by Trustee 1,11itchell and the Street Superintendent was instructed to see that necessary tables were furnished for that date. — The Clerk read a letter from Mrs 1.1irzaie Higgins 4 _ making certain suggestions for placing the band stand on the Ocean front, and on motion by Trustee °3harton seconded by Trustee Mitchall same was ordered placed on filB. The proposition of Arof Akof for taking care of the City's rubbish and trash collection together with the application C: of 6aRF/G_Aa#V for the same purpose were referred to r the City Attorney for analysis and attorney C C -Norton acting for Arof Akoff was instructed to meet with the Board at its first regular monthly meeting in July for further discussion in the matter . 234 (meeting June 7th continued) On motion by Trustee, :;harton, seconded by Trustee HitcLallhe City Clerk was authorized to transfer from the Gas Fund to Gas I:?o 1, Interest and Redemption fund ;�1, 275.00 and to Gas No 2 InterestC.and Redemption fund the sum of �'962.50, also to transfer ,!)2, 500 from the Gas Fund to the .General Fund. On motion by Trustee Wharton, seconded by Trustee Harris the Cit;r Controller was instructed and authorized to purchase 10, 000 tickets to be used by "ar 'iiarner iW coirl ection with the transportation of passengers to and from the fishing barge . regulating sign boards Ordinance -No 2837was at this time given its second and final reading and on motion by Trustee Harris, seconded by Trustee Tlitchall /IAA�was adopted and passed by the following vote: Ayes : Trustees T:Iitchell, Harris, Boster, Noes Trustee: '7harton, Absent Trustee Ridenour. At this time the President instructed the Clerk to read an "Order for Permit" and "Agreement" for wnd with the i.utual Refining g� _�e�fining Company (Copies of which are on ME in the office of the City Clerk) for.i the purpose of laying gas lines in the new unrestricted oil district. 11tfter the same was read there was a general discussion between D R '.ihite acting for the lilutual Gasoline Company and the Board in which L'fir ;Thite objected to the clause relative to payment of a one and one fourth cents per 1, 000 cu ft royalty, claiming that same would require his company to pay for dry gas returned to the original owner, also to the clause permitting the City to cancel the Agreement upon 30 days notice. By and with the consent of the members of the Board present the Presedent instructed the City Attorney to correct the agreement to the satisfaction of the 1,�utual Gasoline Company whereupon on motion by Trustee Harris, seconded by Trustee L itchell the "Order for Permit and form of agreement" were approved as corrected. On motion by Trustee "Iharton, seconded by Trustee Harris demands numbered. 5866 to 5982 inclusive were approved and ordered paid. The application of F H Berdleman to erect an electric sign at 110 Hain Street was referred to the City engineer by the Chairman. Trustee Harris reported that plans for the Pier test rooms were ready for inspection by the Board, and after some discussion they were referred back to the City Engineer with instructions to prepare estimate of cost and submit at next meeting. The President invited any one in the audiance who had any matters to bring up before the Board to do so at this time. • �-/ E B Stephens responded stating that the '.earner fishing ba2ge had arrived and that it was fitting that the City assist I:1r ';Darner in advertising the enterprise. i;ir Stephens suggested that a parade be formed to visit neighboring cities-and that the City of Huntington reach at least stand the expense of preparing banners for cars . On motion by trustee `4harton, seconded by Trustee I:1itchell an amount not to exceed60.00 was allowed for this purpose. Manager of the Huntington Beach Band ',Tilliam Gallierr-rie asked the Board for suggestions as to when the Band would "K)e required. st9tiftg -c.r. that the summer season opened about June 16th and that the band would like to get started soon thereafter, and after some discussion on motion by Trustee ',`Iharton seconded by Trustee IHIitchell the band consisting of 27 pieces was employed to give the first performance on June 20th. Other dates suggested were June 27th, July 4th, 5th, llth, l8th, 25th,August 1, 8, 15th, 22nd or cancellation 29th , September 5th and 6th all subject to change/at the - pleasure of the Board. The rate of pay to be J,1180 per concert. Advertising manager Reynolds asked the Board if they contemplated any form of entertainment for July 4th and 5th, and suggested that a program be put on and that same be advertised. The matter was laid over until the next meeting of the Board,i:Ionday June 14th for further consideration. 1 Clyde L,Iusgrave asked the Board if some change could not 114 be made in the existing dance Ordinance stating that certain requirements now in force were costing him the loss of patronage. The matter was referred to the Advertising manager to be taken up by the proper committee on ordinances. On motion by Trustee Mitchell seconded by Trustee Harris the City Attorney and City .Engineer were instructed to look into the matter of Electric Distribution in the new oil district and to draft an ordinance to take care of the oil companies' needs. On motion by Trustee Harris seconded by Trustee Wh.-artog the Health Officer J Tinsley was instructed to look into the TI drinking water situation and determine why the water at times seemed to be infested with more or less unsavory worms and report his .findings to the Board with recommendations at an early date. 236 On motion by Trustee Harris seconded by Trust(be I:Iitch�ll the Chief of Police with the assistance of the Street Dept was instructed to mark plainly and in large lettuEs and figures o t- the speed limit attrrd near 23rd street approshhing the City. On motion by Trustee 3ahart6n seconded by Trustee Harris the following salaries viere fixed subject to the pleasure of tax department the B Ivoard: rs Helen Is New land/`1"140 per month, I- s Kittie Sager Police matron ;�125 per month, . Fred Ott Life guard t ha t 175 per month and/ Frank Parcel City Hall janitor be allovred ;;2.50 per night for each night the City Auditorium was used by the public. All effective June 1st, 1926/ There being no forther business on motion by Trustee Harris, seconded by Trustee 'iiharton the Board adjourned until 7 :30 o' clock Ph2 June 14th,1926.
