Council Chamber, City Hall, Huntington Beach, Calif Sept 7th, 1926
-The regular meeting was called to order at 8:00 o'clock PM
Meeting 8:(�O PM by President Boster.
Present Trustees present : Boster,Wharton,l�litchell,Harris,
Truatees absent : Ridenour.
Minutes for the month of August were read by the Clerk of the
�Tinutes for iugBoard, and on motion by Trustee Harris, seconded by Trustee 'Wharton
saM. were approved as read and as corrected.
The Clerk read the monthly reports of the City Treasurer,
''Ionthly Rerorts City Clerk, City Recorder, City Engineer and City Advertising
manager and on motion by Trustee Wharton, seconded by Trustee
Harris same were accepted and ordered filed.
At this time the Clerk read and submitted- to the Board
Petition to a petition signed by various property owners and residents of
raise drilling Huntington Beach in which the Board was asked to remove any and
restrictions all restrictions against the drilling of oil wells and other
oil operations within the limits of the City of Huntington Beacg
to take effect immediatelyi which petition is on file in the
office of the City Clerk.

raising ding do torillinng elayowners asking that no. steps be taken by the Board looking to
the further removal of drilling restrictions until adequate
restrictions tests have been made west of 17th Street.
On motion by Trustee Mitchell, seconded by Trustee ' Harris

Clerk Following motion by Trustee Harris" That the Board defer

no further action drilling until the Clerk has had- time to analyze the petitions
` on petitions until and report back to the Board" which was seconded by Trustee

Against raising MA Turner and C 'W Warner addressed the Board in opposition
restrictions to raising drilling restrictions for oil well drilling.
For rising Jack McDonough spoke in favor of raising restrictions on the
restrictions entire City if any further action was taken tending toward
raising any portion of the restrictions now in effect.

willingness to allow block 811 to be fenced in was referred
i to the- City Attorney.
Against raising The Clerk read a letter signed by Willim M Adair, Secretary
restrictions at of the M E Church congregation protesting against t)Xe raising of
this time oil drilling restrictions in the East portion of the City until
the portionWest of 17th Street is thoroughly tested which the
Chair ordered filed for future reference.
Dross h1peting in President Boster addressed the house and informed those
Auditorium present that the City Auditorium would be available on
September 24th at 7 :30 PM for the purpose of holding a mass
` meeting to discuss raising of oil restrictions and expressed the
,. opinion that an open discussion of this important matter
would be of benefit to all concerned.

a.,. the City Engineer was given prrmiss-ion to employ an assistant at
a salary of $135.00 per month to serve at the pleasure of the Board.
On motion by Trustee Harris seconded by Truatee Mitchell the Bond
House Moving Rend of F 'N ennett to engage in the business of House Moving was
approved and ordered filed.

On motion by Trustee Wharton seconded by Trustee Harris the
Permit of 1119rner & ermit of Warner and Lindley to use the Municipal Pier for landing '
T,indl ey,rier landin_ d operating a boat landing was ordered suspended on account of
revoked or susrehde apse of public liability insurance.
City Audit Rp-,pt The suplibmental report of Jno P ��.alker relative to audit of . the
City Books was referred to the City Attorney.
Rids for T.r.-ctor et On motion by Trustee Harris, seconded by Trustee F1Jharton and carried
911 bids to furnish the City of Huntington Beach with Fordson Tractor,
scarifier and grader were rejected except that bid submitted by W D
Young, and that of 'fit D Yours accepted.
The Clerk redd a letter from the City Attorney transmitting
Deed to Utica, deed made by the Huntington Beach Company and Standard Oil Company
rejected. to the City of Huntington Beach for a strip of land adjacent to the
new high school and commonly known as' Utica Street. Om motion by
Trustee ffhaxton seconded by Trustee Mitchell the above named deed was
ordered returned to the 'Huntington Beach High School from whom
the, same was originally received by the Board.
The Clerk read a letter from City Attorney in which he recommendeft
I Sherwood Aect action to collect a bill due the City by L Sherwood, and on motion
due City by Trustee Harris, seconded by Trustee Mitchell the recommendation
was accepted and the City Attorney authorized to prodeed to enforce
collection.
On motion by _'rustee `JVharton seconded by Trustee Harris and carried
He,, l.th officer-Resi.tnafficeerron of the resignation of J Tinsley as health officer was accepted and salary
of $15.per month for same discontinued.
Ordinanoes 2R7 & At this time Ordinance No 287 authorizing the appointment of an
288 first reading "Examiner of Mechanical Engineers" and Ordinance No 288 amending
Ordinance No 210,license Ordinance were given their first reading
by the Clerk.

Bills allowed On Motion by Trustee 'uharton, seconded by Trustee Harris demands
numbered 6237 to '6430 were allowed and ordered paid.
The Clerk read Resolution No 558 fixing the tax rate for the fiscal
Tax Rate fixed year 1926-1927, a copy of which is on file in the office of the
Le City Clerk and open for public inspection, and on motion by Trustee
',Vharton seconded by Trustee 1.;,Iitchell was passed and adopted by the
following vote :

Tnbleuxrere for. This being the time for opening and examining bids for furnishing the
Auditorium City with table ware and silver ware for serving 250 people in the
City Auditorium, the Clerk opened and read the following flids.

and on motion by Trustee Harris, seconded by Trustee Mitchell all
bids were rejected except the bid of H G Mellon Vo and the Bid of
H G Mellon Co was accepted in the amount of their bid.
Bids on new This being the time for opening and examining bids for furnishing
the City of Huntington Beach with a six cylinder 5 passenger automobile
Po7_i.ce car for the Police Department, the following bids were opened and read by
the Clerk.

bn.d on motion by Trustee Harris, seconded by Trustee Mitchell and
carried all bids except that of Reid Motor Company were rejected
and that of the Reid Motor Company accepted at the amount given
in their bid.
Rer^ir. Hudson & On motion by Trustee Wharton seconded by Trustee Mitchell the City
Buick Controller was authorized to have the Hudson five passenger touring
. car and the 5 passenger touring Buick now in the service of the police
department rapairied furnished with the necessary tires and
afterward the Buick repainted and delivered to the City Engineer, the
Hudson to be used by the Police Dept night force or wherever the
chief of police directed..

On motion by Trustee 'TJharton, seconded by Trustee Mitchell
the Superintendent of Streets is allowed $25.00 per month for

On motion by Trustee Wharton, seconded by Trustee Harris an

local music Music and Promotion fund do defray expenses of a local orchestra
commencing October 1st and subject to action of the Board from
week to week.
Motion by Trusree Harris seconded by Trustee Wharton a
I,I-- 811 Sub- map of subdivision No 811 outside the City limits was passed and
division the Clerk and City Engineer authorized to sign and seal same.
There being no further business the board adjourned until
