HomeMy WebLinkAbout1927-03-07 293 MINUTES OF RSGULAR MEETING. OF THE BOARD OF TRUSTEES OF THE CITY OF HUNTINGTON BEACH, MARCH 7, 1927. The regular meeting of the Board of Trustees was called to order by President Boster at 7:30PM. Trustees present: Mitbhell, Shank, Harris , Boster Trustees absent: Wharton. This being the time for opening and examining bids for the sale of a public utility, namely "The gas distributing system, Bids on Gas works-, equipment and appurtenances owned by the City of Department Huntington Beach" , the Clerk opened 'and read the following bid: SOUTHERN COUNTIES GAS COMPANY OF CALIFORNIA =' - $75 ,000.00, accompanied by certified check for V,500.00. Resolution No 575 No other bids having been received, the Clerk then-Ire.dd resolution number 575 and on motion by Trustee Harris , seconded by `trustee Mitchell ,. resolution of award number 575 was passed and adopted by the following vote AYES, TRUSTEES: Mitbhiell, Shank, Harris , Boster NOES, TRUSTEES: None ABSENT TRUSTEE: Wharton. Mr J. M. Berkley addressed the Board on behalf of the Southern Counties Gas. Company and thanked them for their co- J M Berkley operation and fair dealing in connection with the company' s addresses Board investigation of the condition of the Gas System and stated that the Southern Counties Gas Company would be prepared to take over the operation of the system on March 10, 1927 and the balance of the purchase price would be turned over to the City of Huntington Beach 'at that time. Protests on This being the time set for hearing protests on the proposed installation of sanitary sewers in certain portion of the City Sewer System of Huntington Beach, the Clerk read a petition signed by pro- perty owners within the district proposed to be assessed for 294 '-�' �V W7,zle-CZ) said improvement requesting that the- work be delayed for --six months , and on motion by Trustee Harris , seconded by Trustee Shank , the petition w :s turned ober to the City Engineer for analysis and. report in one :reek. J H Eader The President of the Board asked if anyone in the audience addresses Board wished to address the board and Mr. J. H. Eader addressed. the board stating that the Gtammar School Board in whose behalf he was speaking, requestodIthat the proposed sewer installation be held up for six months. Mr. Ralph Turner addressed the Board stating that he was dis- Mr Ralph Turner appointed to hear that there was possibility of the installation addresses Board of sewers being held up as he had moved intothat territory ex- pecting such improvements to be made immediately. Mr. Ray Overacker addressed the Boatd expressing his opinion Mr Ray Overacker that the prospects of the east side being drilled for oil would addressed Board , make it inadvisable to make the proposed improvements at the present time. The President declared a recess at 8:40 PM for the purpose of auditing and signing bills. The meeting was again called to orded by President Boster tit 9:00 PM. On motion by Trustee Harris , seconded by Trustee Mitchell , the settlement made by the City Attorney, with Standard Oil Company of S. 0. Co &. Asso. California, for all delinquent license fees on derricks to July 11 Oil Co . d.elinauent 1927 , in the sum of $3537.00 and with Associated Oil Company of derrick licenses California, for all delinquent derricknslicenses to July 1st, 1927 in the sum of $1000. 00 is hereby ratified and confirmed, by the following 'vote, to-wit: AYES, TRUSTEES: Mitchell , Shank, Harris , Boster. NOES, TRUSTEES: None ABSENT, TRUSTEES: Wharton. On motion by Trustee Mitchell , seoonded by Trustee Shank, Reso- • bItton Number 576 pertaining to the centralization of Heads of all , State Departments at State Capital , was passed and adopted by the Resolution No 576 following Vote: AYES, TRUSTEES: Mitchell , Shank, Harris , Boster. NOES, TRUSTEES: None ABSENT TRUSTEES: Wharton. On motion by Trustee Harris, seconded by Trustee Mitchell the following bonds were approved and ordered filed.: Bonds approved Smallcomb Elect. Co. , Electrical Contractor Petroleum Rectifying Company of Calif. , Electrical Contractor. The Clerk read a communication from the HuntingtonBeach Horse- Improv.ements for Shoe Club requesting that certain improvements be made in Block H. B. Horse Shoe 505 for the accomodation of the Horse-Shoe Players. The President Club of the Board appointed Trustee Mitchell , Harris and Boster as a committee to investigate and make recommendations in regard tb the improvements requested. On motion by Trustee Harris , seconded by Trustee Shank, the City Engineer was authorized to issue permits to 0, C. Field Gasoline Permits issued to Corporation for the installation of High Pressure ga.s pipe lines 0 C Fields Gasoline for the purpose of circulating and recirculating oil wells in Corp. accordance with the terms in agreement executed by O. C. Field Gas- Kine Corp'n and city ordinances. The matter of Cutting pavement was discussed and it was decided that the matter be left to the judgement of the City Engineer and Cutting pavement that he be authorized to determine whether a permit should be issued to cut the pavement of the applicant be required to bore under the street. The Clerk read an application from Ahlburg Gasoline Corporation for permission to excavate and lay pipe lines for the purpose of Permits issued to conveying gas for the circulation and recirculation of oil wells , lay pipe lines said application being accompanied by an agreement executed by said corporation. On motion by Trustee Harris , seconded by Trustee Mitchell the City Engineer was authorized to issue permits in ac- cordance with said agreement and city ordinances.. The Clerk read an application from the Superior Oil Company for permission to construct and operate additional power lines in the 29D (Minutes March 7 ,1 927) City of Huntington Beach and on motion by Trustee Shank, Permits issued to seconded by Trustee Harris, the City Engineer was authorized Superior Oil Co . to issue permits for lines as shown on plan submitted by the Superior Oil Company. The Clerk read an application by-Al. Salton for license to operate the Past Time Pool Hall at 203 Main Street and on motion License authorized by Trustee Harris , seconded by Trustee Shank the license was authorized. A� letter from City Attorney A. J. Thedieck stating that the City vs Sherwood case, CITY vs SHERWOOD is now at issue and will be brought to trial at the earliest p6ssible moment, was read and ordered filed. The Clerk gave Ordinance number 300, creating the office of Ord No 300 Weighmaster its second and final reading and on motion by Trustee Harris , seconded by Trustee Shank it was passed and adopted by the following Vote: AYES, TRUSTEES: Mitchell, Shank, Harris , Boster. NOES, TRUSTEES: done. ABSENT TRUSTEES : Wharton. C J Yost appointed. On motion by Trustee Harris , seconded by Trustee Shank, Mr. Veighma.ster C. J. Yost was .appointed Weighmaster. On motion by Trustee Harris , seconded by Trustee Shank, the Janitorssalary salary of Frank Parcel was- increased to $150.00 per month increase effective Mar.l , 19'27. On motion by Trustee Mitchell , seconded by Trustee Shank the R A Chaffee appointment of R. A. Chaff'ee as deputy assessor at $4.00 per day Dep. Assessor was confirmed. Gardener salary On motion by Trustee Mitchell , seconded by Trustee Shank, increase ardener, Joe Paladino was placed on ihe monthly payroll at 150.00 per month effective March 1 , 1927. On motion by Trustee Harris , seconded. by Trustee Shank, Demands paid demands numbered 7263 to 7394 inclusive were approved and ordered paid. On motion by Trustee Shank , seconded by Trustee Harris , the Adjourned Board adjourned until 6:30 PM. Momday, March, 14; , 1927,.
