HomeMy WebLinkAbout1927-04-04 298 M I N U T E S City Hall , April 4th, 1927 The regular meeting of the Board of Trustees was called to order at 8:00 o`clock P M by President Boster. Trustees present: Wharton, Shank, Harris , Mitchell , Boster. Trustees absent ; None. The Clerk read the minutes for the month of Mardh, and on Minutes read for motion by Trustee Wharton seconded by Trustee Harr'is.' same were March approved asp read. D 0 Stewart addressed 'theBoard relative to expense of maintaining base ball gro-gnds in the City and asked that the Base Ball- grounds amount of J200.00 be ap-oropiated from the Music and Promotion fund . fund for this purpose. On motion by Trustee Wharton seconded by Trustee Shank and carried the Clerk was ordered to draw a warrant on the City Treasurer for that amount. The Orange County Health department representative called attention of the Board. to stagnant water standing in lakes on 0. C. Health Dept . the East side and suggested that some action be taken to drain Representative the lakes as he feared that sickness might be the result if left in the present condition. President Boster asked that a sample of this water be analyzed by the Health Dept. and submitted to the City Council, also informed the Health Department that action was being taken to stop drainage from running into the present lakee. On motion by Trustee Shank, seconded by Trustee Harris the Foster & Kleiser application of Foster & Kleiser to erect sign on side of the Safe Way Store Building was granted. The Clerk read monthly reports of City Engineer, City Clerk City Treasurer, City Recorder and Health Dept. and on motion by Monthly Reports Trustee Harris seconded by Trustee Mitchell same was approved and ordered-,filed:. On motion by Trustee Harris sed.onded'by Trustee Mitchell the request of F W Roberts to cut curia and construct cement drive- Cut curb way to lots 16,18 ,20,22 Bl 110 was granted. The Clerk read a letter from the Chamber of Commerce offering its support in any action bf the Board toward better Cham of Commerce lighting along Main Street and suggesting that the present gas supports Board on standards be removed and ornamental electric lights installed. . Main St - lighting Oiz motion by Trustee Harris seconded by Trustee Mitchell the communication was accepted and placed on file. On motion by Trustee Shank seconded by Trustee Harris the Sub-dividion plans subdivision plans of E R Williams covering Blocks 2707 ,2708, appproved 2807 and 2808 East Side Villa Tract were approved and the City Engineer and City Clerk were authorized to sign same for the purpose of recording. The City Engineer submitted assessment district plans Huntington Ave numbered 22H' t6gether with assessment list numbered 22B of assessment district sewer district covered by Resolution of Intention No 568 of the approved Board of Trustees, and on motion by Trustee Shank , seconded by Trustee Mitchell same were approved and the City Clerk directed to advertise twice in the Huntington Beach News , a weekly news- paper notice of hearing to be had on Monday May 2nd, 1927 , at the hour of 8:00 oeclock PM, by the following vote: Ayes Trustees Wharton, Mitchell ,Shank, Harris , Boster. Noes Trustees None. Absent Trustees None. This being the date set for opening and examining bids for the installation of a sanitary sewer in the Vista Del Mar Sewer bids V D M section bf, the City of Huntington Beach, the City Clerk opened and read the following bids:- LEE R. On motion by Trustee Harris seconded by Trustee Shank the City Garage for City Clerk was directed to advertise for b ds -for,'lab.or­ctnd material for cars construction bf a six room garage for storing City cars. \On motion by Trustee Harris seconded by Trustee Shank the • Refund warrant City Clerk was directed to draw refund warrants in favor of the Catholic Church for $15.00 being refund on account payment for use of City Auditorium on March 17th. On motion by Trustee Wharton seconded by T as tee Shank the / Funds transfered City Clerk was authorized to transfer from fund to gas Bond Interests and redemption fund No 1 the suo $250 for interest and $1000.00 for redemption. The Clerk read a Resolution addressed the Boatd by the American Legion local post voicing its approval of any action of - Improvement- of, the Board in improving the City park grounds in Block 505 and - City park groundssuggesting that this ground be made a recreation center. On motion by Trustee Wharton seconded by Trustee Shank same was addepted and. ordered placed on file. On motion by Trustee Mitchell seconded. by Trustee Shank the 'Use of Audit- American Legion was granted the privilege, of use of the City . orium granted to Auditorium for holding meetings on the 1st and 3rd Friday of each month and the Legion Auxiliary the lst and 3rd Tuesday of _ American Legion each month , motion but and carried by the following tote: Ayes Trusteesarton, Mitchell , Shank, Harris , Boster Noes Trustees NWh ne. On motion by Trustee Wharton seconded by Trustee Harris the Permit to lower On Engineer was authorized to issue permit to J H Macklin to crossing of side-lower crossing of sidewalk at 3rd and Ocean Garage under the walk supervision of the City Engineer. At this time the City Engineer reported that the Una Lena Contracting Contracting Company of La Habra was the low bidder for con- Oo. lowest strutting the East Side sewer , wherupon lerk read Resolution. bidder ,East side No 582 awarding the Contract - to Lana Con hqt,,C r� Company and sewer on motion by Trustee Wharton seconded. by' Trustee Shank Res- olution of Award No 582 was passed and adopted by the following vote: Ayes Trustees Wharton, Mitchell , Shank, Harris , Boster Nots Trustees None Absent Trustees None. 6 On account of complaint Made by owners of concessions on th6 ocean fromt in the vicinity of the pier against certain Complaints of organizations using the public streets and passageways to the concession water front for the purpose of holding public meetings and owners thereby having a tendency to drive away and decrease attendance on the beach the following motion was put by Trustee Wharton: That all public outdoor meetings between the North line of Ocean avenue . from 5th to 3rd streets and the tide line of the Pacific Ocean, be. prohibited except mn permission bf the Chief of Police, which motion was seconded by TrustLd Shank and carried unanimously. Demands paid On motion by Trustee Wharton seconded by Trustee Harris demands numbered 7396 to .7541 were approved and ordered paid. On motion by Trustee Harris seconded by Trustee Shank the City Horseshoe Club Engineer was directed to notify the Horseshoe Club that work on the. play grounds can be started at once under the supervision of the City Engineer and that the City would contribute an amount not . in excess of $200.00 toward defraying the expense of the improvement. On motion by Trustee Wharton seconded by Trustee Shank use of Flood Control the Council Chamber by the Flood Control Organization of the Organization County on the evening April 7th was granted. On motion by Trustee Harris seconded by Trustee Shank the Board adjourned until 7-:30 o ' clock PM Monday the 18th day of Adjourned April , 1927.
